Have you ever gone shopping one week, and upon returning to the store two weeks later found there was an entirely new selection available that looked even better than what you bought?
It's all about strategy, knowing when to buy and when to wait and see.

When thinking about your buy-now strategy, the key is understanding that the decision is centered on purchasing really great tops.
What's a really great top? While that's subjective, I'm going to tell you what it isn't: solid-color tees and camisoles. These are your basics, and there's no need to put your focus on the basics.
Keep your focus on striped tops, color-block tops and cardigans, sleeveless tops such as silk halters (remembering to pass on tanks). While stripes are year-round, they tend to give off a nautical feel when warm weather is here. For year-round wear, try to keep your sleeve length to three-quarter.
Above all, focus on prints. I'm talking about off-the-wall prints, such as painter tees that offer a creative edge to your top half. Polka dots are another great print to stay focused on right now, remembering that it's a worthwhile trend that won't go out of style.
A great example of off the wall is Diane von Furstenberg's Anastasia Applique Print Halter, which boasts a beautiful print with bead-and-sequin-accented appliqués at the neck. Throw on a cardigan or blazer for now, and remove when warm weather approaches.

As for the knowing when to wait and see, the key here is bottoms. Unless you see something that you really can't do without, wait. The reason I recommend this approach is because when it comes to pants and jeans, the best selections typically come in either fall or spring.
Since we aren't in spring yet, it's best to wait and see what bright ideas the designers have for you. So this means passing on items such as colorful denim and shorts. In regard to colorful denim, is there really any rush to start wearing hot-pink skinny jeans?
Better to wait and see if you can catch a sale on all this colorful denim that's already out. Once all of spring is released, the stores have to do something with pre-spring items, so just hold tight and see what you can catch on sale.

I recommended passing on tanks, but purchasing sleeveless tops. The reason is that tank tops tend to be such a popular late-spring early summer necessity that it's best to wait to see what's released when they're in demand.
We move on sleeveless because those tend to have a stronger professional utility, thus allowing for multiple-environment wear.
If you're wondering about skirts and dresses, default to your own personal taste coupled with the sell-out factor. If you love it and there's a huge selection, wait. If you love it and it's selling out, buy it. If you like it, don't ever buy it because "like" always loses to "love" in your closet.
In all honesty, right now is a boring time in the world of shopping because we're on the brink of a great fashion season. So only dole your cash out when something amazing catches your eye.
