The American Civil Liberties Union asked the federal government today to release documents outlining U.S. policy limiting access to reproductive services by refugees and unaccompanied teenagers.
The Administration for Children and Families, part of the U.S. Department of Health and Human Services, issued the policy after a 16-year-old in the care of Commonwealth Catholic Charities in Henrico County had an abortion in January, the ACLU said. Commonwealth Catholic Charities fired four employees on what officials said was a violation of Catholic teachings.
Richmond's Commonwealth Attorney, Michael N. Herring, concluded that a social worker who signed the abortion consent form was not authorized to do so, but that the employee had no criminal intent. He did not file charges.
The ACLU filed an injuction today in the U.S. District Court for the Southern District of New York asking for release of the documents.
