Homeowners associations have rules for a reason. They have a right -- indeed, an obligation -- to enforce their codes, which does not mean they always act wisely.

Col. Van T. Barfoot received the Medal of Honor during World War II. He wants to fly an American flag from a pole outside his house in Sussex Square. This summer the development's board denied his request to build a pole; this week Barfoot lowered the Stars and Stripes.

The colonel commands great sympathy and full allegiance. He does not have a chip on his shoulder. Sussex Square not only would have spared itself considerable unflattering publicity but also would have saluted a hero by granting Barfoot a unique exemption. The beauty of the neighborhood would have survived.
