William K. Grogan, a Richmond lawyer, is running as an independent against Republican Del. G. Manoli Loupassi in the 68th House of Delegates district.
The district covers the West End of Richmond and a portion of northern Chesterfield County.
Grogan, 63, has run twice before for the House, once as a Democrat and then as an independent.
Grogan said he and Loupassi are good friends and have pledged "to make this a good campaign -- the kind of campaign that should be run."
The Richmond Times-Dispatch earlier reported that Loupassi was unopposed.
Grogan filed his papers as a candidate on June 9.
Grogan said he favors an independent commission to redraw legislative districts, extending $125 million in stimulus money to cover part-time unemployed workers, and a revised tax system that would substitute a general sales tax for the current tax on earned income.
A lawyer, Grogan says he is the unofficial "lieutenant governor of the Red Sox nation."
