Richmond's inspector general reports today that a school system supervisor overpaid an employee and then falsified documents to justify the action.
A letter from Umesh Dalal to Superintendent Yvonne W. Brandon does not give the name of the official but says the supervisor "either overpaid or failed to detect overpayment to the employee" and "created documentation after the fact to justify overpayment to the employee."
Dalal's letter states that payroll documentation was "very limited and incomplete," and that time sheets and work schedules did not match. Dalal said the overpayment over the year was about $2,000.
Dalal said his office became involved after receiving an allegation that the supervisor had hired an unqualified applicant with whom there was a personal relationship and that the individual later became a close relative. The audit found the employee was qualified but said there had been a conflict of interest in the supervisor's actions.
