Richmond Mayor Dwight C. Jones is getting a second opinion on a $363 million proposed development that would bring a minor-league ballpark to Shockoe Bottom.
The city is spending $100,000 to get its financial advisers to study of the financial feasibility of the Shockoe Center project. The two-month review is being done by Davenport & Co., with Economics Research Associates of Washington and Chmura Economics & Analytics of Richmond.
The Jones administration’s willingness to get an independent assessment of the project is "greatly encouraging," said Pete Boisseau, a spokesman for a group led by Highwoods Properties that has proposed Shockoe Center.
"We’re optimistic and confident that they’ll find that what we’ve been saying is generally correct and true," he said.
Meanwhile, a prospective ownership group could take a step forward tonight in its plans to buy a minor-league franchise for Richmond.
The Norwich City Council in Connecticut is scheduled to consider transferring its lease of Dodd Stadium, home of the Class AA Connecticut Defenders, to Richmond Baseball Club LC. The prospective ownership group has been working with the Shockoe Center developers to buy and then relocate a team to Richmond beginning with the 2010 season.
