A strange white foam that periodically shows up on the James River made an appearance again this morning.
Blocks of foam up to the size of beer coolers dotted the river just below the Huguenot Bridge, then dissipated around mid-day, said Ralph White, manager of Richmond's James River Park system.
White said river visitors had reported seeing foam a few other times over the past seven days.
"It seems to be happening now," White said.
State officials investigated the foam in 2006 but could not find the cause. There is no evidence the foam has hurt people or wildlife.
"We concluded as long as there is no environmental problem, we don't have the resources to look further," said Bill Hayden, a spokesman for the state Department of Environmental Quality.
