By a vote of 99-0, the U.S. Senate has approved the nomination of Justice Barbara Keenan for a seat on the Richmond-based 4th U.S. Circuit Court of Appeals.
Keenan has served on the Virginia Supreme Court since 1991.
Last September President Barack Obama nominated Keenan for the federal court post. Sens. Jim Webb and Mark R. Warner had recommended her appointment.
