Colonial Heights city manager resigns

Richard A. Anzolut Jr. resigned tonight as city manager for Colonial Heights. He was hired in 2004.

COLONIAL HEIGHTS, Va. — Minutes after presenting his proposed 2011 budget tonight, City Manager Richard A. Anzolut Jr. submitted his resignation, effective immediately. He gave no explanation for leaving his post.
Councilman John T. Wood was the lone official to speak out against accepting the resignation.
“This resignation is a forced resignation because the majority of council does not wish him to continue in his current capacity,” said Wood, who voted against hiring Anzolut as city manager in 2004.
The City Council voted 5-1 to accept his resignation, ending Anzolut’s tenure as city manager. Councilman W. Joe Green Jr. was absent from the meeting.
Despite past disagreements with Anzolut, Wood said his vote was based on performance.
“I can not accept the resignation, forced from a man in office, who still commands the respect and esteem of his employees and who has so effectively so pursued the goals of several councils,” Wood said.
The five council members — Mayor C. Scott Davis, Vice Mayor Betsy G. Luck, Diane H. Yates, Milton E. Freeland Jr. and Kenneth B. Frenier — who voted to accept the resignation offered no reason for their decisions. However, Davis, Freeland and Frenier offered their thanks and appreciation to Anzolut for the job he did leading Colonial Heights.
“I have all the greatest respect for him in the world, but I also have respect for his resignation; I will accept it,” Freeland said.
When reached by phone after the meeting, Anzolut declined to comment. William E. Johnson, director of finance for the city, will serve as acting city manager until a replacement is found.
