Order concludes fight over Social Security numbers

A judge has signed an order broadening a Hanover County privacy advocate's right to post public records containing Social Security numbers on her website.

U.S. District Judge Robert Payne's action concludes B.J. Ostergren's legal battle over a 2008 state law prohibiting anyone from making Social Security numbers available to the public.

For years, Ostergren has posted government records containing Social Security numbers on her website to demonstrate that governments are failing to protect citizens' privacy. She won a lawsuit challenging the 2008 law, but the judge said she could post records containing the Social Security numbers only of public officials.

A federal appeals court said the ruling was too limited and sent the case back to Payne. The consent order signed Thursday outlines other documents Ostergren can post.
