Richmond City Council members and poverty rates by voter district:

1st District: Bruce W. Tyler, 8 percent

2nd District: Charles R. Samuels, 24 percent

3rd District: Chris A. Hilbert, 14.5 percent

4th District: Kathy C. Graziano, 5 percent

5th District: E. Martin Jewell, 31 percent

6th District: Ellen F. Robertson, 41 percent

7th District: Cynthia I. Newbille, 29 percent

8th District: Reva M. Trammell, 28 percent

9th District: Douglas G. Conner Jr., 18 percent
