Richmond City Council poised to keep leaders

Graziano and Robertson backed ahead of Jan. vote

The Richmond City Council appears poised to keep Kathy C. Graziano and Ellen F. Robertson as its leaders for the next two years.

Graziano, who represents the 4th District, would not comment, but several members said Tuesday that she is expected to remain as president for 2011 and 2012, with Robertson, of the 6th District, continuing as vice president.

Led by Graziano and Robertson, the council has enjoyed mostly harmonious relations with Mayor Dwight C. Jones during the past two years, after four years of fighting with then-Mayor L. Douglas Wilder. The council will choose its officers and make committee assignments Jan. 3.

"Mrs. Graziano runs a very efficient meeting," said Councilman Chris A. Hilbert, of the 3rd District. "She presents the proper demeanor for that office."

He credited Graziano with knowing when to air disagreements with the city administration in private. "She can put it in terms that cannot be misread," he added.

A majority of council members could not be reached or did not commit themselves. However, among those predicting Graziano’s and Robertson’s re-elections is 1st District Councilman Bruce W. Tyler, who widely has been perceived as having aspirations for council president and mayor.

Tyler, who has clashed with Jones’ administration, would not discuss his purported interest in being president. "I’ve said all along I will work where [colleagues] want me to work."

Councilman Charles R. Samuels, of the 2nd District, said he is backing Graziano and Robertson for re-election. "There is a lot more work that can be accomplished when the parties are working together," he said. Graziano "is willing to work with the administration and give them a fair shake, and I think the same is true for the council as a whole."

Councilman E. Martin Jewell, of the 5th District, would not comment, and Reva M. Trammell, of the 8th District, said she is undecided. Robertson; Cynthia I. Newbille, of the 7th District; and Douglas G. Conner Jr., of the 9th District, did not respond to messages.
