The Stop Trading on Congressional Knowledge Act stirs mixed emotions.

It deserves passage, of course. Senators and representatives ought not to parlay their inside information into investment gains. The fact that the legislation may be necessary emphasizes ethical deficiencies.

The bill falls under the category of "if it goes without saying, then there should be no need to say it." Think about it.
