Grogan will run against Loupassi
William K. Grogan, a Richmond lawyer, is running as an independent against Republican Del. G. Manoli Loupassi in the 68th House of Delegates district.
The district covers the West End of Richmond and a portion of northern Chesterfield County.
Grogan, 63, has run twice before for the House, once as a Democrat and then as an independent.
Grogan said he and Loupassi are good friends and have pledged "to make this a good campaign -- the kind of campaign that should be run."
The Richmond Times-Dispatch earlier reported that Loupassi was unopposed.
Grogan filed his papers as a candidate on June 9.
Grogan said he favors an independent commission to redraw legislative districts, extending $125 million in stimulus money to cover part-time unemployed workers, and a revised tax system that would substitute a general sales tax for the current tax on earned income.
A lawyer, Grogan says he is the unofficial "lieutenant governor of the Red Sox nation."

Manoli is one of the most honest, genuine, down to earth people I have ever met. He was my Sunday school teacher years ago, and even took the time to help me out with a traffic ticket after I bumped into him in the Henrico courts 10 minutes before I walked up to the bench. We need more people like Manoli(Democrat or Republican) in public office in VA. I’ve never met William Grogan before, but glad to see he intends on running a “good” campaign because I know Manoli will.
