Powhatan Supervisor Charles Green Sr., 63, dies

Charles Dallas Green Sr., vice chairman of the Powhatan County Board of Supervisors, died Friday morning in a Richmond hospital. He was 63.

He had been hospitalized with pneumonia.

Mr. Green, who represented District 2 in southeastern Powhatan, worked for the Virginia Department of Military Affairs as superintendent of roads and grounds at Fort Pickett in Blackstone, where he managed more than 43,000 acres and 270 miles of roads and trails.

He was a 39-year veteran of the Virginia Army National Guard, where he rose to first sergeant before retiring.

"This is a very sad day in Powhatan County's history, as well as in the hearts of many, many people," said Powhatan County Administrator Carolyn Cios.

Born and raised in Powhatan, Mr. Green was the father of Sheriff's Deputy Robbie Green, who was killed chasing a fleeing suspect in 2006. After his son's death, Mr. Green became an advocate for legislation signed into law last year that made it a felony to cause the death of a police officer during a traffic pursuit.

Karen Green, Mr. Green's daughter-in-law and the widow of his son Robbie, said Mr. Green "had the biggest heart of anybody I've ever known."

"I've never seen a man love and admire his wife the way Charlie did with Jean," she said. "He still kissed on her like they were in high school. They were so much in love.

"He gave all of himself to the things he believed in."

He was especially known for his work with youth and recreation.

"This hurts," said Board of Supervisors Chairman Robert R. Cosby, a 38-year board veteran. "I've known him a long time -- we're Powhatan boys -- and I just can't say enough nice things about Charlie Green.

"He was one of the most dedicated public servants I've experienced in my time. He loved the young people and he looked out for the elderly. He just was true solid citizen, and he was out there serving."

Mr. Green was a coach, league director, vice president, and president of 15 years with the Powhatan Youth Athletic Association Inc.. At his death, he was state director of Virginia Dixie Youth Baseball. After decades of work with others in the community, he recently saw the opening of an athletic complex at Powhatan's Fighting Creek Park.

He was a deacon and Sunday school teacher at Red Lane Baptist Church in Powhatan and served on the Missions Committee and as brotherhood director for the Middle District Baptist Association.

He was also active with the Huguenot Volunteer Fire Department and the Lions Club and was a member of American Legion Post 201.

He served on the Powhatan County Fair Study Group, the War Memorial Building Study Group, and the Phase 2 Space Study Steering Committee.

He also had served as chairman of the J. Herman Adams Scholarship Committee, a national board member of Dixie Youth Baseball Inc. and as member of the Powhatan Community Action Agency.

Mr. Green was elected to the District 2 seat on the Board of Supervisors in 2007.

"He's done everything else, and somebody told him, 'Well, you might as well go ahead and finish up on the Board of Supervisors,'" Cosby said with a laugh. "He was a doer."

Survivors include his wife, Jean Maxey Green; and two sons, Charles Green Jr. and Jason Green; his mother, Marian S. Green; a brother, Larry Green; a sister, Darlene Middleton, all of Powhatan; and four grandchildren.

A funeral will be held at 2 p.m. Sunday at Powhatan High School, 1800 Judes Ferry Road in Powhatan. Burial will be in the cemetery of Red Lane Baptist Church in Powhatan, which he attended with his family for 35 years.
