COUNTY, CITY OFFICES -- Charles City, Chesterfield, Goochland, Powhatan, Hanover, Henrico and New Kent closed Wednesday. Richmond open Wednesday.

COLLEGES -- Open Wednesday.

SCHOOLS -- Open Wednesday.

COURTS -- Closed Wednesday.

DMV -- Customer-service centers closed Wednesday.

LIBRARIES -- Chesterfield, Henrico and Powhatan closed Wednesday. Hanover, Goochland, Richmond and Heritage Public Library (serving Charles City and New Kent) open.

TRASH -- Henrico will have no collections Wednesday. Collections will be a day late beginning Thursday. Richmond collections will be on a regular schedule. Transfer stations and landfills open. Central Virginia Waste Management Authority pickups will be on a regular schedule.

RECYCLING -- Curbside recycling will be on a regular schedule Wednesday.

TRAFFIC -- On Wednesday, city parking meters, time-zone signs and peak-time travel lanes will not be enforced.

GRTC -- On Wednesday, buses will run on a regular schedule with reduced services on Henrico Express Routes 26, 27 and 29.

STOCK MARKET -- Open Wednesday.

BANKS -- Closed Wednesday.

ABC STORES -- Open.

MAJOR MALLS -- Open.
