A more commercial Magnolia Green in Chesterfield?

Once dubbed "The Green Monster" for the nearly 5,000 homes it would bring, Chesterfield County's Magnolia Green development may end up a blessing rather than a curse.
But first, the county and landowners will need to find a way to bring the Powhite Parkway to the project's front door on Hull Street Road.
Magnolia Green won a controversial rezoning in 1991 as the last act of a lame-duck Board of Supervisors. The plan called for 4,886 homes on the almost 4,000-acre site near Otterdale Road.
County residents and leaders long have braced for the day when Magnolia Green would take off and bring a deluge of new residents to a part of the county where the roads and schools already are congested.
The property was split in two when owner Salvatore J. Cangiano sold 1,898 acres, now known as Lower Magnolia Green, to Lifestyle Homes. He retained possession of the 1,988-acre Upper Magnolia Green.
In recent weeks, Cangiano and others have met with county leaders to discuss the future of his undeveloped portion of the project.
Supervisor Marleen K. Durfee, in whose Matoaca District the development sits, says the conversations have revolved around rezoning the property to accommodate large-scale commercial and office uses with "green" building practices. That would create jobs and revenue for the county.
"We have a rare and unique opportunity to rethink and reframe Magnolia Green," Durfee said, pointing to its potential as a major source of tax revenue.
"There was a time prior to getting elected that I had deep reservations and concerns about Magnolia Green," she said. "The fiscal impact on that amount of housing would have been enormous to the county. Now, I'm very excited about the potential of this project."
Cangiano said he has little interest in the 1,300 allowable homes on his portion of the land. He said he has received inquiries from medical research and development companies and others. He also suggested that a shopping mall and entertainment venue have been discussed.
"This is a terrific location -- a very strategic location -- but in order to develop it, you need the Powhite," he said. "We were approached by a group that was looking to build something like the [20,000-seat] Verizon Center. We said, 'How are you going to get in? A helicopter?'"
The county long has looked at the idea of extending the Powhite Parkway -- which now ends just west of state Route 288 -- another 9 miles to Hull Street Road to relieve congestion and open up economic development potential.
Five years ago, a toll-road extension was considered by the county. Cost estimates then ranged from $200 million to $300 million.
County Administrator James J.L. Stegmaier said the county could discuss the extension only when the developer presented specific plans.
"Anything like the extension of a major road like that would be dependent on a broader proposal," he said. "The county certainly doesn't have the kind of funding available that it would take to do a project that size and scope."
Meanwhile, Lower Magnolia, zoned for 3,550 homes and a mix of commercial uses, also may be shifting its focus from residential.
The development hit a snag this year when lender iStar Financial foreclosed on the project after just more than a dozen homes had been built.
iStar has turned the project over to Henrico County-based Atack Properties Inc. for continued development of the homes and an 18-hole Jack Nicklaus golf course.
Bob Atack, president of the company, said iStar has not decided how to proceed.
"I'm not sure if the plan of the owner is to build all the homes," Atack said. He said details should be coming in the next two months.

dg - you are spot on with your analysis. The most direct way to ensure western sprawl ( to Amelia)is to build a mall and convention center at Magnolia Green. There are several zoned vacant sites with suffiecnt acreage to build the high end mall and the Sportsquest development is on the way, arena and all.
No offense Ms. Schuetz, but you need to learn a little about human settlement patterns, sprawl and destination commercial. Instead of defending Durfee,and repeating her babbling on the news, learn something for yourself and, while your at it take your dear Durfee with you. She knows nothing, yet she claims to be the queen of everything. Surrounding localities have been laughing at Chesterfield because of Durfee since the election. If my elected officials were making my locality look as bad as she does, I would make darn sure she doesn’t get re-elected.
DG - what is with the comment about Marleen Durfee screwing this up?? That’s not appropriate nor is is productive. You can’t continue to use sprawl to create hype. The sprawl bus left along time ago with the previous regime! It is not as if Magnolia Green hasn;t already been zoned and it has begun building. We have an opportunity to create more than just more residential housing but we won’t if our current officials aren’t willing to consider other uses. At least Marleen is willing to think outside the box. Remember, we are one county and we can’t only be intersted in revitalization. We need to be forward thinking and consider future needs and find a way to make them all work! Not all investors want to redevelop areas that have failed but if we come up with the right incentive package, there will be businesses that take advantage of this business opportunity and we will benefit from new growth and redevelopment.
Powhite extension is needed regardless if Magnolia Green is changed to more commercial or maintains residential. Let’s hope it is something other than more residential! The market may just dicate a change. Chesterfield County public officials need to get real when it comes to this area of the Matoaca District. It was refreshing to see that a developer may be interested in building a Verizon center! Wouldn’t it be nice if residents could have a venue for concerts. Rather than Chesterfield residents using 288 to shop in Short Pump or go to the John Paul arena in Charolottesville! While infill development is idealistic it may not be realistic! Developers may need land to create the type of development that will generate revenue for Chesterfield county. Maybe we could create a multi-use developement. We already missed the opportunity to maximize Westchester at Watkins. Instead we built more big box retail. Not exactly innovative! Then we “celebrated” the opening of the Kicker’s Youth Soccer Field but we didn’t provide hotel, shops or restaurants for these users. Another missed opportunity. It seems that our Economic Development Department needs to understand the concept of the economic engine and the revenue stream generated when development is properly implemented. Come on Chesterfield, we need to get this one Right! We have an opportunity to have a first class Golf tournament site. We need a tennis tournament site. We could provide a medical research facility. Perfect for Health Science Specialty Center at Cosby High School. We need first class hotels that offer a beautiful location for business conferences, weddings and other social events (Prom). Instead we will continue to go to our adjacent neighbors looking for the places that we need to enjoy our life!
What Chesterfield needs is business and nonresidential based sources of revenue and needs it badly as it’s residential levels are too high,as well as the whole area’s but what it does NOT need is more retail or office space.There is already far too much of both and has been for years,long before the economic collapse.How many more Walmarts,Targets,Lowes and Home Depots,and other big box and major retail locations does the county need especially beyond what it already has?How many more vacant store fronts and empty offices does it need?Yes bring in business but bring in business that produces jobs,manufacturing and services not retail and office space that have no customer base and encourage sprawl no matter how much hard the county tries to control it.Don’t let Marleen Durfee screw this up!
