Richmond mayor completes leadership team
RICHMOND, Va. -- Richmond Mayor Dwight C. Jones filled the last vacancy in his leadership team with the hiring of Carolyn N. Graham as deputy chief administrative officer for human services.
Graham had worked in Washington, D.C., as director of the State Health Planning and Development Agency and vice president for external affairs for the Greater Southeast Community Hospital. She also served on the District of Columbia School Board.
In Richmond, Graham will oversee the departments of social services, justice services and the parks, recreation and community facilities. Her annual salary is $160,000. She is working for the city part-time now and will start full time Dec. 1.
"The human-services component of the city's work is such a crucial area for service delivery," Jones said in a statement. "Ms. Graham's training and experience with children, youth and families and neighborhood-based municipal services will serve the city of Richmond extremely well."
Graham holds a bachelor's degree in psychology from the University of Baltimore in Maryland. She also holds a master's degree in education from Antioch College in Yellow Springs, Ohio; a master's degree in public administration from City University of New York Bernard Baruch College in New York; a master's of divinity from the New York Theological Seminary in New York; and a doctorate in ministry from United Theological Seminary in Dayton, Ohio.
Graham previously served as deputy mayor for children, youth, families and elders for the District of Columbia; national director for Council Services for the Girl Scouts of the U.S.A. in New York; and director of the Human Services Department in Broward County, Fla. She most recently served as founder and president of The Elizabeth Ministry in Washington, an organization to increase housing for teen mothers in foster care.
"I am looking forward to serving the residents of Richmond, Virginia. I also look forward to strengthening the city's relationships with community partners and developing new partnerships for the benefit of the residents of Richmond," Graham said in a statement.
Jones' administration also announced the appointment of Doris D. Moseley as director of social services. She had been interim acting director of justice services since March 2008 and previously worked in social services as a child protective services worker, social work supervisor, acting human-services coordinator and human-services manager.
Anne Kisor, who has been interim director of social services, returns to her role as a deputy director of the department.
Charles J. Kehoe was appointed director of justice services, replacing Moseley. Kehoe had been superintendent of the Richmond Juvenile Detention Center since August, and he has worked for more than 30 years in juvenile and adult correctional services in Illinois, Michigan, Maryland and Virginia, including as director of the Virginia Department of Youth and Family Services.

It is interesting that four of five appointees are black. Five of last five police chiefs black. The Richmond population is 38% white. Go figure.
The hypocrisy of the RTD is ridiculous. A salary of $160,000/year??? Under Wilder that was days and days of “scandal” and the salaries were less. When does the outrage begin over these overblown salaries under Jones??? Where is the outrage???
