Richmond City Councilwoman Delores L. McQuinn will be the Democratic Party nominee in an upcoming special election to fill the House of Delegates seat vacated by Del. Dwight Clinton Jones, who takes over Jan. 1 as mayor of Richmond.

McQuinn, a councilwoman since 1999, easily defeated corporate lawyer Carlos Brown 398-82 in voting today, said Eric Payne, Richmond Democratic Party chairman.

The party nomination is tantamount to victory in the heavily Democratic district. So far, no Republican has declared for the seat. All House of Delegates seats will be up for election in November 2009.

A special election will be held Jan. 6 to fill the last year of Jones' two-year term in the 70th District, which includes parts of Richmond, Henrico and Chesterfield.
