Caroline Caroline County's annual rabies clinic will be held Saturday and Nov. 14 from noon to 4 p.m. at the community center.

Colonial Heights The Petersburg Symphony Orchestra will present a free pops concert Saturday at 7:30 p.m. at Colonial Heights High School, 3600 Conduit Road. The concert is sponsored by the city of Colonial Heights. Selected Colonial Heights High School band members will perform with the symphony.

Hanover The Parent Resource Center of the Hanover County school system will hold a free workshop for parents of children with special needs Thursday at Oak Knoll Middle School. The workshop will address three forms of Medicaid waivers that allow children and adults with disabilities to access services. Henrico The Henrico County Board of Supervisors will hold a special meeting Wednesday at 4:30 p.m. to discuss the 2010 county legislative program with the General Assembly delegation. The meeting will be in the County Manager's Conference Room on the third floor of the Administration Building at Parham and Hungary Spring roads.

Louisa The Louisa County Board of Supervisor will meet today at 5 p.m. in the County Administration Building's public meeting room.

Manassas Someone played a

Halloween trick on at least two families: stealing pumpkins from front porches and returning them carved. Chrissi Blasius of Manassas said the basketball-sized pumpkin she put on her front porch was taken and returned with "two triangle eyes, a triangle nose and a mouth with two teeth missing." Her neighbor, Lisa Harlow, also reported that her pumpkin was taken from her porch and came back with one eye carved like a star.

Virginia Beach Virginia Beach police say red-light violations have declined at intersections that have been monitored by cameras since March. Officer Brian Walters, coordinator of the PhotoSafe Program, said violations are down at all 11 intersections that have received cameras in the program's first six months. The declines are as much as 69 percent. Virginia Beach is the first city to install red-light cameras after the General Assembly approved their use in 2007.

Arlington The secretive Pentagon agency that brought us the Internet, and tried to bring us bomb-sniffing bees, warrior exoskeletons and terrorism futures trading, is moving to a new location. The Defense Advanced Research Projects Agency, known as DARPA, broke ground on a new headquarters last week in Arlington County. Virginia politicians fought hard to keep the relatively tiny agency from leaving the state,

approving a $10 million state grant to keep it from leaving.

Manassas A judge has delayed the sentencing of a Manassas woman who killed her 13-year-old adopted daughter, citing questions about her mental health. Alfreedia Gregg-Glover, 45, pleaded guilty in July to felony murder and other charges in the death of Alexis "Lexie" Agyepong-Glover. At a hearing Friday, her attorney, John Notarianni, told a judge that he questioned her mental health after she asked him to not present evidence on her behalf.
