Richmond The Richmond City Council is looking to appoint Senior Assistant City Attorney David W. Seitz as acting city attorney when Norman B. Sales retires Dec. 31. During their Organizational Development Committee meeting Monday, council members voted 8-1 to appoint Seitz. Councilwoman Reva M. Trammell opposed the appointment, saying she favored Assistant City Attorney Greg Lukanuski. The council is expected to approve Seitz's appointment Nov. 23. It also is preparing to advertise the permanent position and has no timetable for naming Sales' replacement.

Hanover The Hanover County Preschool Initiative will have an educational meeting for parents tomorrow from 9 a.m. to 3 p.m. at The Georgetown School, 1000 Learning Lane. The program is free and will include workshops on parenting children with ADD/ADHD, the Virginia College Savings Plan, first-time home buying, nutrition and more. Richmond Richmond police are conducting a death investigation of an unidentified man whose body was discovered in a grassy area near the intersection of Interstates 95 and 64 near downtown. A spokeswoman said the body was discovered by a passer-by yesterday morning.

Colonial Heights The Petersburg Symphony Orchestra will present a "Pops" concert tomorrow at 7:30 p.m. in the Colonial Heights High School Auditorium, 3600 Conduit Road. The concert is sponsored by the city of Colonial Heights as an annual cultural event for the public. Admission is free.

Petersburg The Blocktober Fest, which was canceled last weekend because of rain, will be tomorrow at Poplar Lawn Park from noon to

4 p.m. The event, sponsored by churches and Petersburg officials, includes games and activities, live music, dance entertainment and food.

Chesterfield The Chesterfield County Chamber of Commerce will host its first legislative reception and the premiere of "Chesterfield: Open for Business," a video highlighting the economic progress of Chesterfield. The event will be Thursday from 5:30 to 7:30 p.m. at the Holiday Inn Select-Koger Center, 1021 Koger Center Blvd. Tickets are $15 per person, and reservations are required. Lynchburg A Lynchburg man whose Ponzi scheme cost investors $450,000 will spend three years in prison. Jeffrey Thomas Tuggle had pleaded guilty in August to tax fraud, wire fraud and failing to file a tax return. He was sentenced Wednesday in federal court in Lynchburg. According to court records, Tuggle, 45, told investors between 2004 and 2006 that he was operating a business advancing personal-injury awards to lawyers' clients. Prosecutors said Tuggle gambled away the investors' money. Tuggle also owes $156,000 to the Internal Revenue Service.

Norfolk Norfolk State University President Carolyn W. Meyers is in line for a new job. Meyers has been named one of three finalists for the top job at Morgan State University in Baltimore. Morgan State's board of regents is expected to name a president in December to succeed Earl Richardson. Meyers came to Norfolk State in 2006 from North Carolina A&T.

Lynchburg About 400 members of a Virginia National Guard battalion are being mobilized for a security mission in Iraq. Maj. Gen. Robert Newman Jr., the adjutant general of Virginia, says the 1st Battalion, 116th Infantry Regiment, 116th Brigade Combat Team will begin federal active duty Jan. 5. The soldiers will undergo mobilization training at Camp Shelby, Miss., for 45 to 60 days before they are deployed.
