Amelia The Amelia County Historical Society will sponsor its annual art show Saturday through Oct. 25 at the Historical Society Library, 16501 Church St. in Amelia. Hours of free admission are 10 a.m. to 4 p.m. daily and 1 to 4 p.m. Sundays.

Caroline The Caroline County Board of Supervisors will meet tomorrow at 6 p.m. in the auditorium of the Community Services Center, 17202 Richmond Turnpike.

Chesterfield Substance Abuse Free Environment Inc. has established the

Sharyl W. Adams Annual Award to recognize individuals who have made exemplary contributions to community engagement for the prevention of substance abuse. The inaugural award was presented to Adams during SAFE's annual meeting Sept. 24. Adams is a substance abuse prevention specialist with the Chesterfield County Department of Youth Planning and Development. She has been employed with the county since 1995. Adams helped establish SAFE as a nonprofit in 1999.

Colonial Heights The Colonial Heights City Council will meet tomorrow at 7 p.m. at City Hall, 201 James Ave. Items on the agenda include amendments to the general fund budget. Preceding the regular meeting will be a special, closed meeting at 6 p.m. to discuss the performance and assignment of the city manager.

Cumberland The Cumberland County Board of Supervisors will meet tomorrow at 7 p.m. in the Circuit Court courtroom. Among the items on the agenda are a public hearing to amend the county code to recover costs of emergency response after a conviction for certain motor vehicle offenses.

Goochland The Goochland County Planning and Zoning Commission will meet Thursday at 7 p.m. in the board meeting room at the county administration building. The commission will hold a public hearing on an application by Springfield Baptist Church to build a new church on 9½ acres on Manakin Road, just south of Interstate 64 across from Rockford Road.

Hanover People who wish to learn more about agribusiness management, crop and livestock production and other farming-related topics can take part in the Beginning Farmer Learning Group classes. An introductory meeting will be held on Oct. 19 at 6:30 p.m. at the Hanover County Cooperative Extension Office on U.S. 301, where participants will be able to choose future meeting times for classes. The classes fall into two groups -- lifestyle farming, for those who wish to farm as a side job, or career farming, for those who wish to farm as a full-time job. The introductory class is free, but the deadline to sign up is Friday. For details, call the Hanover Cooperative Extension Office at (804) 752-4310.

Henrico The Henrico County Division of Police will hold a rabies clinic Saturday from 9 a.m. to 2 p.m. at Gate 4 of Richmond International Raceway. Shots cost $7, cash only. Dog owners may purchase a 2010 license for $10 with proof of rabies inoculation. Cats and dogs ages 4 months and older are required to be vaccinated for rabies. Hopewell The Hopewell City Council will meet tomorrow at 7:30 p.m. in council chambers at the Municipal Building, 300 N. Main St. At the meeting, Mayor Brenda S. Pelham is expected to propose changing City Council meetings from two per month to one per month on the second Tuesday of the month, with a work session on the fourth Tuesday of the month.

New Kent The New Kent County Board of Supervisors will meet tomorrow at 6 p.m. in the boardroom of the County Administration Building, 12007 Courthouse Road. Public hearings will be held on proposals to establish a courthouse development district and to reclassify 190 acres around the courthouse area, including the Maidstone and Preservation Office Park developments, to Courthouse Development.

Petersburg "From Morning to Night," an exhibition exploring domestic service in the South in the Gilded Age, will be on view from Saturday through March 14 at Centre Hill Museum, 1 Centre Hill Ave. in Petersburg. Powhatan The Powhatan County School Board will meet tomorrow at Powhatan High School, 1800 Judes Ferry Road. The agenda includes the consideration of field trips, donations and information on paperless board meetings.

Prince George The Prince George County Board of Supervisors will meet tomorrow at 7:30 p.m. in the third-floor board room of the County Administration Building, 6602 Courts Drive. Public hearings include a request to operate an auto repair business at a home in the 12000 block of Silvercrest Lane.

Richmond Beginning Thursday, applications will be available from middle school guidance counselors for rising ninth-graders who would like to attend the Richmond school system's International Baccalaureate program for the 2010-11 school year. To be eligible, current eighth-graders must be enrolled in Algebra I, have maintained a 3.0 grade-point average in their core subjects and have scored 450 or better on the reading and mathematics Standards of Learning tests. Completed applications must be returned to counselors by noon on or before Dec. 1. An information session for parents and students will be held Oct. 22 from 6 to 7 p.m. in the auditorium at Thomas Jefferson High School, 4100 W. AROUND THE STATE

Hampton Thomas Nelson Community College computer arts students will showcase work they are preparing to show prospective employers. The portfolio exhibit, titled "Keyframed," is tomorrow from 4 to 7 p.m. at Templin Hall on the college's Hampton campus. It is free and open to the public. This is the sixth year for this type of exhibit, which mostly features TNCC graduates and students who will graduate in May. The show is part of TNCC's ART 193: Studies in Art, which is an elective course during which students develop a professional portfolio.

Dale City Prince William County police have charged Julia Sumo, 21, of Dale City with felony child neglect in the death of her 9-month-old daughter, who was found unconscious in a tub. Police say officers went to the home Saturday. The infant was flown to a hospital, where she died. Police say an investigation found that the child was left unattended while being bathed and was unconscious when the mother returned.
