Richmond A man was taken to VCU Medical Center after being stabbed in the chest on a downtown Richmond street late Monday. Richmond police Capt. Paul Kiniry said the victim had injuries that were not believed to be life-threatening after a stabbing that occurred at 11:30 p.m. in the 200 block of East Broad Street. Kiniry said the victim gave police varying versions of the incident, including that the suspect may have tried to rob him. Anyone with information can call Crime Stoppers at (804) 780-1000. The stabbing occurred not far from an Oct. 29 fatal stabbing in the 300 block of East Broad. That stabbing, which took the life of Javis Jerell Turner, 20, occurred in broad daylight and involved a dispute. An arrest was made.

Hanover The Hanover County Planning Commission will hold a public hearing tomorrow on, among other things, the proposed Providence Creek development off state Route 54 near Interstate 95. The meeting will start at 7 p.m. at the county administration building, 7515 County Complex Road.

Powhatan A Powhatan County man has won $500,000 in the Virginia Lottery. Vernon Poe bought the winning Mega Money ticket at Kim's Deli on Maidens Road in Powhatan. The lottery will give the store a $10,000 bonus for selling the winning ticket, lottery officials said. Poe, a state employee, said he has no plans for the winnings, except to help his family, officials said.

Richmond The Vegetarian Society of Richmond will hold a Vegan Thanksgiving Potluck on Nov. 26, Thanksgiving Day, at 5 p.m. at the Friends Meeting House, 4500 Kensington Ave. Cost is $3 for nonmembers, free for members. Pamplin Anthony Boyce of Pamplin matched the first six numbers in the Virginia Lottery's Win For Life game on Nov. 4 and earned $1,000 a week for life. Yesterday, Boyce received his first check from Virginia Lottery Deputy Director Richard Williams. Boyce, who retired after 24 years in the Navy, said he has no immediate plans for his winnings, the lottery said. This is the fifth Win For Life top-prize win in Virginia this year and the 27th in Virginia since the game began in 2006.

Dublin The New River Valley Regional Jail is expanding to allow for hundreds more inmates and provide more than 100 new jobs. The expansion includes new housing units, a new kitchen and a new state-of-the-art security system. It is scheduled to be complete by the beginning of January. Superintendent Gerald McPeak says the project's guaranteed maximum price is $55.2 million. The jail serves Bland, Carroll, Floyd, Giles, Grayson, Pulaski and Wythe counties and the city of Radford. It is currently rated to hold 371 inmates but double-bunks to hold twice that number. The jail was crowded with 755 inmates a few weeks ago, which was the most it has ever held at one time. The expansion will add 488 beds, allowing it to hold 1,188 double-bunked inmates.

Alexandria The former wife of a man who was fatally shot by Fairfax County police says he suffered from bipolar disorder. Police say David Alan Masters, 52, was suspected of stealing flowers from a business on U.S. 1 shortly before he was killed Friday. Police say they tried to pull him over, but he wouldn't stop. Officials wouldn't say whether Masters threatened the officers or whether he threatened the officers. Gail Masters says her former husband didn't own a gun.

Richlands Some Tazewell County soldiers are returning home from Afghanistan just in time for Thanksgiving. A dozen members of the Virginia National Guard's 1033rd Engineer Support Company in Richlands returned to Bristol over the weekend. Richlands Area Chamber of Commerce Executive Director Ginger Branton says more members of the unit are scheduled to arrive tomorrow in Richlands. The rest of the unit should arrive home before Thanksgiving. The soldiers have been in Afghanistan since November 2008.
