Mother, daughter convicted in Henrico wreck

A Henrico County mother and her daughter have been convicted of misdemeanors stemming from a Broad Street wreck that sent an unrestrained 2-year-old through the driver's-side window.
Latori Carter, 19, of the 7000 block of Miami Avenue and her mother, Tracy Carter, 39, of the 8200 block of Elswick Lane, received no jail time yesterday in a case that saw multiple felony charges reduced or dismissed.
Henrico Assistant Commonwealth's Attorney Colin L. Drabert said that circumstances of an automobile crash last month in which three children in the Carter vehicle were not restrained did not rise to the level of a felony under state law.
Four children and two adults were in the Carter vehicle before the crash in the 6000 block of West Broad Street. The 2-year-old has recovered after a hospital stay.
The 2-year-old and two other children, one 8 and one 4, were Latori Carter's brothers. Her 1-year-old son was the fourth child.
Tracy Carter was fined for a misdemeanor conviction of endangerment while her daughter was convicted of improper driving, driving with a suspended license and failing to restrain three children. She also received a suspended jail sentence.

I’m sorry verarm i meant white women , and white men have willfully been killing their kids or families for awhile .This is not to argue over i would just like to know the stats , my reseach has not revealed any answers .

It’s true that these parents put their children at risk , but i’ll like to know whats up with so many of these W/women and men killing their kids ? Does anyone know the stats on that ? I’m watching in session an a woman is on trial now for this .

Do you think the children of the mother who was caught slumped over the wheel of her car( with her young children) drunk as a skunk had a father in the home? As I recall they were from the Windsor Farms area.
A fine & public embarrassment teaches them nothing? Really? Sure as h___ would teach me something. Does anyone honestly think that, after only sitting through a lecture about parenting and being told what they did was bad, these two are suddenly going to have an epiphany and realize “Gee, I never thought about that. I’m going to think twice the next time I take my precious ones out on the road with me.“ Ridiculous. Have them suffer a few days in lockup and a monetary loss and I’m pretty sure they’ll have that second thought.

Anyone who brings race into this issue is seriously missing the plot. Children need their parents to protect them and not insuring that your children are wearing their seatbelts clearly shows a lack of parenting.
Glen Allen - I agree that some parenting classes and driving school may be more useful in this situation. I hope and pray that a 2-yr old going through the windshield will open up the eyes of not only the two adults involved in the accident, but many others who allow their children to ride freely in the car. I know I’m not the only one that see children jumping around in vehicles on an everyday basis.
I hope everyone takes into consideration that the true problem here has nothing to do with race, its to do with parents actually parenting their children. I’m just so greatful that the children in this case made it through this horrible incident alive.
The accident was just that; an unfortunate accident, it is not likely these children have fathers at home, placing these mothers in jail would be a sentence imposed upon the children, not the mothers. The mothers could have, and should have, been sent to parenting classes and driving school where they could possibly be educated, a fine and public embarrassment teaches them nothing. As for the comments regarding the ladies pictures, the blame goes to the RTD, the continued display of these two unflattering mug shots is unnecessary, especially the one that looks like she was trying to look through the hole of a Hostess sugar donut.
I didnt bring race into this. A bunch of backwards hicks did. I merely pointed it out.
Im not here defending these two. I think the laws should be amended so that this kind of endangerment and irresponsibility is punished beyond this sentence. Every poster here seems to agree.
I only have a problem with the suggestion that they’re criminal because they’re black. And how can you compare this lazy indifference to the calculated and very intentional brutalilty of Mike Vick?
My reference to the Windsor Farms lady was simply made because some mouth breather said that their picture says it all. The Windsor Farms woman was driving around wasted. That is infinitely more abhorrent than failing to secure children in seat belts.
Ive posted a lot here and the only other time I think I’ve referenced race is regarding other posters demands to know the race of the suspected perpetrators of that peculiar robbery in River’s Bend. As if that information will help them apprehend the crooks!

My dear cmg1974 when i read post stating that the kids will one day be incarcerated ,parents getting public asssistance , welfare that goes beyond the the article . These two were charged and tried in a court of law and this sentence is what they received , i have no problem with it .Yes i see the cries for jail time and that wouldn’t have bothered me either and i also would recommend it if they had been drinking or drugging as the winsor farms lady (not).
