Leaders of Henrico-based gang plead guilty

A birthday party, a credit-card purchase and gang rivalry have doomed the leadership of a gang operating in the Richmond area.

In brief hearings yesterday in Henrico County Circuit Court, key members of the Tiny Rascals Gang pleaded guilty to multiple gang participation and recruitment charges as well as robbery and firearms violations.

Gang activities spelled out in court ranged from initiation beatings to a brazen robbery to spraypainted tags that defaced area buildings, authorities say.

The gang has origins in California street gangs but is reaching into central Virginia along with the more familiar Bloods and Crips, say Henrico gang investigators.

"Bigger cases are in the investigation stage," said Deputy Commonwealth's Attorney Michael Feinmel.

He praised cooperation among Henrico and Goochland County investigators in bringing down the Rascals, who were operating in the West End Drive area of the county but also had shown up in South Richmond, Goochland and Chesterfield County.

On April 5 last year, a birthday party at a gang member's residence on Whitemont Drive in Henrico raised the ire of Rascals leader Michael Mao when a Rascals member's relative turned up with a reputed member of the Crips gang.

Later that night, according to evidence, Mao and other Rascals members traveled to the man's home in the 800 block of Duck Pond Road in Goochland. Mao, according to court proceedings in Goochland, fired at least three shots from an automatic rifle into the home of the alleged Crips member.

Mao also was convicted yesterday of the New Year's Day armed robbery of a Henrico woman who was beaten in the back of the head and forced to give up her purse. Mao used a credit card of hers to buy cigarettes at a Jefferson Davis Avenue 7-Eleven, assuring that his picture and the purchase would be recorded on surveillance cameras.

Mao, 23, also was a key figure behind initiation ceremonies in which new members were beaten -- or "jumped" -- for 20 seconds by existing members, police say.

The Rascals, who used the slogan "Ride Together, Die Together," spray-painted their signs on Henrico's R.C. Longan Elementary School and a neighborhood community center.

"It's good to get these people off the streets," said Henrico police Lt. Doug Perry.

Convicted yesterday on multiple gang-related charges were David Leng, 21, of the 2300 block of Mimosa Street in Richmond; his brother, Robert Leng, 22, of the 9200 block of Whitemont Drive in Henrico; Chanvirak Lor, 22, of the 9600 block of Woodman Road in Henrico; his cousin, Chanvirith Lor, of the 1300 block of Castle Welland Drive in Chesterfield; and Mao, 23, of Silver Spring, Md.

Sentencing is scheduled for next month.

Also charged and facing a future hearing is Junior Chamorean of the 11000 block of Lincolnshire Court in Henrico.

docsmom- they aren’t necessarily immigrants (legal or illegal), many are 3rd and 4th generation (or more) American citizens.

Regardless, deportation matters very little.  Do some research on gang in California and deportation… they find their way right back in to the US.

Send ‘em to Mexico and they will be hoping back across the border in no time, probably with some new recruits.

Why is it that we Americans have to be afraid of these gangs?  Why are they allowed to come to our country and bring their problems and law breakers with them?  We have enough of that here already.  This is part of what should make EVERY American angry.  Why are we working to support these people, most of whom don’t work or are either in jails or prisons.  I totally believe that you are responsible for your own actions, good or bad, however, this government let them in here so they should share the responsiblity.  Deport them all, they are NOT welcome here nor are they wanted.

lahcar- The gang is primarily Cambodian and members from other south east Asian countries and other races.

Give it a Google, there’s lots of info out there.  People see the name Tiny Rascal Gang and think it’s funny… they really are nothing to mess with.  I used to work in the West End Dr area and have had some first hand experience with some of these guys.  Their name may be a little cartoon, but their attitude and vengeance will rival MS-13 (if you know anything about them).

Excuse me but these were not kids, teenagers or innocent children.  They are all adults and picked their lifestyle.  Society did not force it upon them.  Were their opportunities less than some others?  Possibly, but that is not an excuse to become a criminal, to terrorize and brutalize others. Many good honest citizens have come from similar backgrounds.  These gang members made their own choices.

Personal responsibility begins and ends with oneself.

I hate admit it, but when I read the title of the article I immediately had another picture in mind, but after reading the names of the people, I have to ask…was this an Asian gang? I know, I know, it doesn’t matter, but I just didn’t realize that there were any in this area.

i think its all bad ...but the media is still wrong ...its funny how you can just judge a person by what a guy with a camera has to say…which is Bull.. a majority of the time. These days there is not even a such thing as a fair trial, nobody cares anymore..the court system doesnt need evidence at all….all they need is a victim and the offender…which seems pretty ignorant if you ask me. I mean the think by putting these type of people out there ...would make an example, But all its really doing is poisining these kids worse..these teenagers out here are already set in mind state…that things like this is cool..and some of these teenagers get a motivation from it want to be on t.v or want to be in the news paper, and im not speaking about those who grew up in a nice neighborhood and had lots of things handed to them..because of their wealthy parents..im speakin about those kids out there who didnt have all that..and are from the slums of america…but can you blame them? NO ..and its shame that people have to lie to themsleves to even care a little bit for these children..and yeah blame it on their parents…of course blame on their parents but its still not them..i mean everyone in this world was a kid at some point..and all kids have alot of similar wants…so we were all the same at some point…just some of us werent so fortunate..and people have to realize that.
