Teen arrested in fatal Gilpin Court shooting
Richmond police arrested a teenager yesterday in the fatal shooting of a man in the Gilpin Court public-housing complex last month.
Lowell Jackson, 18, was charged with first-degree murder and using a firearm in a felony after city and Richmond Redevelopment and Housing Authority officers found him at his mother's home.
On Feb. 20, police found Randy W. Crawford, 44, shot in front of a home in the 100 block of West Federal Street just before 7 p.m. Crawford, who lived in the 2900 block of Peabody Lane, died at the scene.

Drugs + Guns + concentrated poverty equals this. This is true everywhere in every urban area in the nation. That is why policies that address those have to be pushed. It’s not about some generalized “rage”. I applaud a program for how to deal with anger, certainly, but armed drug dealers aren’t trying to be nice people.
This situation is horrible, as is any violent death at the hands of others. If the youth, the young black youth especially, could let out their anger and rage in a healthy way, there would be a lot less killing in the black community. The problem is, black men feel as if they cannot express emotions and pain by crying without being seen as “weak” or less-than “manly”. My friend and I want to start free group therapy sessions for teens where they can express their rage and pain. I have devoted my life to helping teens, and we need more people to do the same. Only then can we change our community and world.
