The killing of a man in a car near a busy North Richmond intersection yesterday afternoon drew grieving family members and dozens of onlookers.

Police were summoned shortly after 3 p.m. after the man was fatally shot in the 3000 block of Third Avenue, just south of East Brookland Park Boulevard in the Highland Park area.

Police said a man in black baggie pants and a black T-shirt was seen fleeing the scene, which is just across from a supermarket.

Authorities had not named the victim, but a family member and a family friend identified him as Kevin Green of Highland Springs. They said he was about 39 years old.

Charles Lewis, Green's grandfather, said Green had lived with him for a while and later had two sons. One is a teenager and the other a young boy, he said.

"He always kept a smile on his face," Lewis said.

Green's stepfather, Wilbur Green, had tears in his eyes.

"I was his stepdaddy -- he always called me Dad," Wilbur Green said.

Relatives stood among a large crowd watching investigators process the crime scene. One woman standing with Green's relatives who would only give her name as Ms. Price said she was not surprised Green was killed in broad daylight in that area. "Whoever did it is probably standing right out here," she said.

As authorities were removing the body from the parked car about 4:40 p.m., a screaming woman tried to charge toward police lines, losing her shoes in the street as another woman held her back.

It was the city's second killing in two days. Kemal Dickerson, 33, was shot early Sunday morning in the 5000 block of Forest Hill Avenue just west of Westover Hills Boulevard.

Richmond police recorded Green's death as the city's 14th homicide this year, the same number of killings as of the same date last year.

Anyone with information is asked to call (804) 514-TIPS or Crime Stoppers at (804) 780-1000.
