The former benefits manager of a state program set up for brain-injured children pleaded guilty this morning to one count each of health-care fraud and aggravated identity theft.

Iris F. Allen, 44, of Richmond faces a mandatory two years in prison when she is sentenced in May for her role in embezzling nearly $800,000 in funds reserved for care of children placed in the state's Birth-Related Neurological Injury Compensation Fund.

The agreement drops 27 separate counts but could require Allen to make full restitution.

Allen, who was fired from the program last year, entered the pleas this morning before U.S. District Judge Henry E. Hudson in Richmond.

“could require Allen to make full restitution” - What do they mean “could” Full restitution should be expected, why would anyone think any less? I wonder if they were able to recover any of the $800,000?

I hope she receives much more than 2 years.  Having a relative with a child in this program, this is a total mess.

She is a “Doctor” and a “Rev”? That is VERY LOW to steal money from the extremely needy children! Getting rich off of disabled children- what a piece of garbage she is- she should have to pay all the money back and a long time in jail. Her license should be revoked. Take all of her assets- she was probably living very well- probably that would cover it.

DoctorJ - That is why I have learned to judge people based on their actions, not their words.  Words are empty, actions are full.

Is this the same woman whose Amazon.com profile lists her as The Reverend Iris F. Allen?  Whose profile quotes her as saying: “I share a passion for inspiring the world and motivating people to reach their optimal potential?“  Way to inspire, Rev.

At least two years in prison.  Plus full restitution with interest.  Plus a personal apology to all the families she defrauded.
