Registered sex offender faces sex charge in Henrico

A New Kent County resident who is on the state's sex-offender registry faces a court hearing next month for a sex-offense charge in Henrico County.

Police say Richard Scott Campbell, 41, snapped unauthorized pictures June 9 at a Wal-Mart in the 7900 block of Brook Road in Henrico. Police say he used his cell phone to snap pictures up a woman's skirt.

The woman noticed Campbell when she turned away from a clearance display of cosmetics, authorities said.

"Mr. Campbell was kneeling down holding his cell phone under the victim's skirt taking pictures," according to a search warrant.

She followed him to the parking lot and took down his license plate information, then notified authorities.

According to state police, Campbell has three convictions for indecent exposure, the most recent in Chesterfield County in April 2001. Those convictions have made him a registered sex offender.

He is due in Henrico court July 21 for a preliminary hearing.

Yep, doesn’t seem to deter those sick minded individuals.  However, a list of some kind can alert communities to these scum bags.  There was a guy working for a local cable company, he was a registered offender, and while on duty in a neighborhood his crew was working in, he had been watching a house evidentally & noticed a 13 yr old girl was at home alone.  He either knocked or rang the door bell, trying to get her to let him in.  NICE!  The list alerted his neighbors, but what about the business he worked for?  They said they were going to start doing background checks on people.

DOCSMOM, what is Watchdog?  Sounds interesting….

There have been several recent studies, NJ and by the Fed’s are most recent.  That registering sex offenders does nothing to reduce the likelyhood of re-offending.  Why waste teh fuding?

She should have kicked him upside his head and then called the police.  Letting these sex offenders out and registering them really works, doesn’t it.  To all, register with Watchdog and keep up with who your neighbors are.
