Three Richmond police officers promoted
Three Richmond police lieutenants were promoted yesterday.
Police Chief Bryan T. Norwood presented new badges and duties to:
- Lt. Scott Booth, who will be a captain and night watch commander. He will leave Sector 312, which tied for Sector of the Year in 2008 for having the largest crime reduction in the city.
- Lt. James Horn Jr., who will be a captain and commander of the 4th Precinct. He is a 24-year veteran of the police department.
- Lt. Harvey Powers, who will be a captain and night watch commander. He will leave Sector 212 in South Richmond.
"I believe new perspectives can bring fresh ideas and lead to continued excellent results," Norwood said yesterday. "This will be the first set of three promotional events for the department."
