Chesterfield man sentenced in hit-and-run
RICHMOND, Va. -- A Chesterfield County man who had been drinking and smoking marijuana before he fatally struck a teenage girl with his pickup truck -- and then drove away -- was sentenced yesterday to serve three years and 10 months in prison.
Richmond Circuit Judge Walter W. Stout III sentenced Bryan Christopher Shull, 36, to 10 years in prison with seven suspended on his conviction of involuntary manslaughter, and five years with four years and two months suspended for felony hit-and-run driving.
The judge convicted Shull of both counts in September in the death of Tiara Rosa, 15, who was struck Jan. 16 as she walked with her mother along Walmsley Boulevard. She died the next day.
Shull's brother, Sean Bair, testified in September that Shull drank a beer and two mixed drinks, and took three to five hits of marijuana from a pipe between 5 and 8 p.m. Jan. 16.
That was about an hour and 45 minutes before Rosa was struck.
Bair, who was riding with his brother that night, testified that Shull struck someone after he took his eyes off the road to talk to him. When Bair told his brother they needed to stop, Shull replied he couldn't because he had been drinking.
Shull was arrested 12 days later after police received an anonymous tip through Crime Stoppers.
Shull had given his truck to an acquaintance, minus the engine, and told him to dispose of it, according to testimony.
At the time of the accident, Rosa and her mother, Michelle Medford, had been living in New York but were visiting the Richmond area and planned to move here.

This sentence is atrocious. It would be different if the driver stopped at the scene of the crime and surrendered to prosecution. Instead he tried to evade the authorities and avoid taking responsibility for his actions.
How much time would Shull have gotten had he stopped and called the police, instead of running away? The Times Dispatch should publish the name of Shull’s lawyer so we can all hire him or her if we ever get arrested. Everyone should send a letter to their state senator expressing their outrage at the conduct of Judge Stout.
Ms Medford I’m so sorry for death of your daughter , having suffered a tragic lost myself at the hands of negilient doctors at a major hospital , I to sort ofknow the pain you must be going thru . My Prayers will be with you .

I am the mother of tiara rosa, my name is michelle medford. I thank all who posted a comment pertaining to my daughter murder. That is exactly what it is. My daughter tiara was a A student with a beautiful heart. She loved life and wanted to become a doctor and save lives and this monster took her life right in front of me and left us in the dark while she died in my arms. I am so lost without my beautiful angel. Tiara wanted to live in virginia and in a few years attend VCU and she said that the state of VA was so beautiful that i planned on moving here i already enrolled her in TJ high school and she only attended 5 days and on january 16,2009 she was murdered like an animal by Bryan Shull who has no remorse for taking my anels life. The judge who gave him only 3 years and 10 months will have to answer to a higer judge and that is god.
This article was quickly moved to the back pages , i would guess the murder of this childs ,the sentencing of this bstard isn’t important enough for rtd.
This guy got such a light sentence because he is a snitch. He has snitched on others before to avoid jail. Hopefully he will get some justice served on him in jail. Maybe Chesterfield will throw the book at him for his attempted bribery charge.
What a joke of a sentence! The biggest issue here is not that he hit someone, it’s that he left her to die and drove off. For that, the judge should have thrown the book at him. Also, the article did not mention if he had any priors.
That’ll certainly show him, and set an example for others!
There needs to be a mandatory sentence in these cases throughout the United States .
