A Henrico mother and her daughter are facing a preliminary hearing next month on felony child endangerment charges in connection with a Broad Street automobile collision.
Henrico police said today that three children were not restrained in one of the vehicles involved in the crash that sent a 2-year-old through the driver’s side window.
The child is being treated at VCU Medical Center with a life-threatening head injury.
Arrested in the case are Latori Carter, 19, of the 7000 block of Miami Avenue and her mother, Tracy Carter, 39, of the 8200 block of Elswick Lane.
Police said Latori Carter saw her mother and her three young brothers walking down Broad Street Monday afternoon and stopped to pick them up. A short time later the car was involved in an accident at North Crestwood Avenue at the 6000 block of West Broad Street.
Police said the car contained Latori Carter’s 1-year-old son, who was not restrained, and her three brothers, ages 8, 2 and 4, only one of whom was restrained.
The mother and daughter appeared in Henrico General District Court this morning on multiple child endangerment charges. A preliminary hearing is set for October 28.

Sailor Girl we should always Pray for each other. I do apologize for jumping the gun with your comments. I just get so annoyed that Children are so precious and the way society has become with all the horrible things that are constantly happening to innocent people it can really just upset a person. I am happy you have children and a very loving family. I will be praying with you that these children are going to be fine. Sometimes we get so angry and jump the gun on issues when it involves children because of their welfare. Lets just pray for them and hope the best for all of them involved.

I am blessed with a wonderful son, and now a wonderful grandson. I come from a very large, warm, loving family. Thanks for asking. Its good to share don’t you think. What I still don’t understand is no response to the fact a MINISTER killed his daughter, yes I see what you are saying about the family who lost the child at the day care, it was the exact situation, except done by a stranger and that man will serve time. Once again. I don’t understand the equality! As far as the past convictions of these women, again, we don’t know all the facts other than the above brief statement about this one incident. Yes it is wrong to disobey any law, even more so to put ANY child in danger worse when it is your own. But attacking them based on assumed poverty, intentions, for even having children in the first place? or as one or more poster put it they just look bad or something to that effect. Well I just felt that by 2009 we could have all moved past the role of judging others based on profiling?
As far as attacking me because I elected to use my free speech and direct my comments back to the person who posted what I read, oh well, if the mark it and it apparently did based on the excessive use of caps in your post to me, then so be it. How did it feel to have someone “assume” something so erroneous about you? Did that taste rancid? Sometimes its nice to have the lesson sent back. I will be off this thread, leaving only once again, my best wishes for the children and hopes that their family members will be there for them and the young boy in the hospital makes a speedy and full recovery. That the women here take this to heart and treasure their gifts and that we all learn to not hurry so much in our lives as to forget to stop every now and then and just enjoy.

It is hard to understand why mature adults do not or will not understand that the charges resulted from the requirements of existing laws in the Commonwealth of Virginia - nothing else.
It is amazing how this article received such responses.Two young ladies not acting at a level of responsibility required by society.That is the fact that can not be refuted.Because of this a child was injured but not by malice.We as a humane society are concern about the children and their welfare.What’s the solution?Punish the parent.?Use the NAZI term “breeding” to denegrate the parents?Incarcarate the parents?Provide counseling? Seek rehabilitation for the parents.There are several options to resolve this problem.A problem that could rear it’s head in any neighborhood in this city.It only gets worst when people get involved who only care when it can justify hate,racism,classism and etc.God is love so please do not invoke his name while judging and condemning others.Not conservative or liberal but Christlike!!!
Alright SAILOR GIRL YOUR THE HEROINE IN THE WORLD! Get the attitude down to a normal level. I was NEVER ABUSED I was raised in a loving home who CARED PROPERLY for their children. Obviously you like picking arguements and then trying to be the ALL RELIGIOUS PERSON GIVE ME A BREAK! How would you feel if your children (if you were blessed by GOD to have them) were in that car? Would you just sit by and say ITS OKAY? No you wouldn’t you would be just as outraged as other people who read about the stupidity that caused a innocent child to get hurt. Yes I am outraged that there are so many complete idiots out there having children because their too immature to take care of themselves much less a innocent life and purposely putting them in situations they don’t deserve to be in. Do you think the kids should suffer because their parents are too far out there not to buckle them up. Oh yeah incase you haven’t heard in VA there is a SEAT BELT LAW AND A CHILD SAFETY SEAT LAW. Try reading up on that and maybe you will understand the people out there just like me upset over INNOCENT PEOPLE getting hurt. CMG1974 again, I am praying for you. You apparently were abused or something horrid happened to you along the way. If you slowed down and read anything posted by me you would have saw that yes I think the children come first. But you condemn these women based on their photo? I find that deeply disturbing and harsh. Even Jesus found pity on the hooker at the well didn’t he? I believe it went “he without sin cast the first stone” you are very outraged over something here. Yes I saw what they are alleged of doing, I don’t see where they have been convicted yet? I also saw you post something about they have no right to “breed” they are not FARM ANIMALS, they are HUMAN BEINGS. My argument with you is your tone of judgment not your case in point that the ladies in question did not put the welfare of the children in their care first. And my argument here has been no matter what they have done, you have based your “judgment on their photo” yet you can’t reply back to the preacher who killed his innocent daughter and didn’t serve any time for it. Is his face any more innocent? Would I leave my child with him? She was properly restrained and properly killed. No I would not. He is not the person I want near my loved ones.

1. don’t have jobs
2. live off our tax money and mooching off the system
3. were probably up to no good from the beginning
Apparantly L JOHNSON and SAILORGIRL do not understand the proper ways of caring for children. Instead you attack the public people. In case you need to be updated again they were ARRESTED for CHILD ENDANGERMENT. Who would intentionally harm their children that cared for their children besides themselves. There is NO EXCUSE IN THIS WORLD those two incompetant people could give to rectify this situation. Anyone who can not restrain their child in the proper manner before DRIVING their vehicle is STUPID so Sailorgirl wake up and take the CHILDRENS WELFARE into consideration. You called me STUPID um HELLO I was not the one driving without children being properly restrained. GROW UP and come back down to earth. I hope they face jail time because their is nothing more precious on this planet than our CHILDREN. Take a good look at the picture granted their taken from the police station but would you trust your children with people who look like they could careless. Im sure if you are a parent and a good parent at that you would feel that JUSTICE needs to be served properly and these 2 learn a GOOD HARD LESSON for their STUPIDITY!!!!!
