Richmond City Councilman Charles R. Samuels today blasted the city for failing to give vendors a chance to compete for the purchase of police cars.
The Richmond Times-Dispatch reported this morning that city officials violated procurement rules when they bought 40 police cars for nearly $1 million in 2007 without allowing vendors to compete for the business.
The procurement services department wrongly treated the purchase as though only one vendor could provide the Crown Victoria vehicles when numerous Ford dealers across the city and nation could have, City Auditor Umesh Dalal wrote in a report Tuesday to Mayor Dwight C. Jones and other officials.
Eric R. Mens, who authorized the purchase of the vehicles, gave notice June 30 that he would resign effective Aug. 30 from his post as Richmond's director of procurement services.
Samuels, who represents the 2nd District, said Richmond's city government "is not there for cronyism, nepotism or doing political favors for your friends. It angers me that that kind of behavior went on."
Samuels, speaking to a breakfast meeting of the Greater Richmond Chamber, said the purchasing deal will damage the city's credibility as well as its attempts to foster regionalism.
"Until the city can earn the respect and trust of the surrounding counties . . . it's going to be difficult to do so," he said.
City officials said Mens' resignation was not requested by the administration, and so far, no disciplinary action has been taken as a result of the investigation.
Dalal's report recommends disciplinary action and was copied to City Council members, as well as Commonwealth's Attorney Michael N. Herring. Herring was unable to say late yesterday whether his office planned to investigate.

As a 2nd District resident I am pleased it was Charles Samuels who commented on not tolerating purchasing irregularities. The 2nd District has been fortunate and often alone in having representatives who will call it like it is. Now if we could light a fire under 4 more council members we’d be on track to a better run Richmond city government. As for the failure to get bids, what a rookie mistake! While it is unclear if the vendor received preferential treatment or if the purchase was anything more than arrogant, it is clear that the City’s purchasing guidelines were not followed and the director abetted the bid avoidance. It seems a while back there was some press about the same director signing off under Wilder’s reign for some questionable “emergency” procurements.
To Mayor Jones, Mr. Dalal and Mr. Samuels - keep up the good work, keep your standards high, and keep telling it like it is.
The city should take criminal action in this issue.

Just another example that Richmond is the poster child for egos, greed, corruption and ineptness. It is a political sewer that stinks up the whole state.
City auditor Dalal was also investigating improper issuing of construction and repair contracts regarding the Battery Park work being done, using nearly $40 million in FEMA funds. Part of the issue is whether contracts violated procurement laws. Now federal investigators are taking over the investigation. Just further proof that cronyism and the interest of developers is what controls Richmond’s agenda, to the detriment of it’s citizens. BTW, where is the RTD when it comes to reporting the Battery Park issue? Absent as usual.
Let me guess…nothing will happen to anyone. Mens will resign and in a few short months this will happen again. What ever happened to any of the blatant violations found over the years by the auditor….?
I am glad I got the heck out of Richmond. Richmonders would be better off just depositing your prop taxes straight into the checking accounts of these govt officers. I hope Mens will enjoy whatever kickback he received at the expense of Richmond taxpayers.
