Senate Democrats advance climate bill without GOP

WASHINGTON -- Ignoring a Republican boycott, Senate Democrats pushed a precedent-setting climate bill through a key committee today.

Rep. Barbara Boxer, chairman of the Senate Environment & Public Works Committee, had delayed the crucial vote for days because of a Republican protest over whether the cost of the legislation had been fully examined. But the California Democrat moved quickly to pass the bill, which for the first time would set mandatory limits on heat-trapping gases, without any of the seven GOP senators on the panel present. The measure cleared the panel on a 11-1 vote.

Boxer said the Republican demand for more analysis was "duplicative and waste of taxpayer dollars."

"Advancing the bill is a necessary step on the road to garnering the 60 votes we need," said Boxer, who introduced the bill along with Sen. John Kerry, D-Mass. in late September. "We are pleased that despite the Republican boycott, we have had the will to move this bill forward."

Of the 11 Democrats present at the vote, only one -- Sen. Max Baucus, D-Mont. -- voted against the legislation, saying that concerns he had with the bill were not fully addressed. The "yes" vote of Sen. Tom Carper, D-Del., was added after the vote.

Baucus specifically cited the bill's call for a 20 percent reduction in greenhouse gases by 2020. He said he would like to see that target lowered to 17 percent, with a trigger to raise it to 20 percent if other countries adopted similar measures.

"I am going work to get climate legislation that can get 60 votes through the U.S. Senate and signed into law," Baucus said.

To move the bill out of committee without Republicans present meant the Democrats could not amend the legislation, and many Democrats on the panel expressed disappointment that they did not have a chance to improve the bill.

"The failure of the Republicans to participate means we cannot offer amendments. This is a very good start, but as the chair has acknowledged it is a start and only a start," said Sen. Arlen Specter, D-Pa. "It is regrettable that we could not move forward in a more constructive way."

Specter said that the vote would send a signal to other countries in advance of a climate change conference next month to hammer out a new international treaty.

"It is not the best signal, but it is a signal that the Senate is ready to move forward," he said.

This is how business was conducted in the old Krelim.

Sure, lobbied science, but also the strange facets of religious opposition, knee-jerk contrarians, and junk science purveyors.  (Broad as in broadly lumped together motivations)

But rumor has it that Freedomworks, the corporate sponsorship behind the teabag movement also intends to sponsor faux-outrage against environmental causes per their next client group—it seems that the fray will have a media narrative before it’s over.

“... then there’s also the broad argument against climate change science altogether”
*****

If by that you mean the rapidly shrinking pool of editorial deniers like George F. Will and the employees of the coal and oil lobbies who get paid to argue against the science.

There’s a counter-argument about the costs of regulation, and that seems reasonable, but then there’s also the broad argument against climate change science altogether—And it does seem that opposition to the consensus implies that every major scientific community in the world has either misunderstood the issue or is complicit in a conspiracy to advance environmental protections.(?!)

Even at cost-benefit, climate change aside, it seems desirable to foster cleaner air standards.

I dont know why the RTD continues to print DNC handouts.  But then there is a reason “News” is not in their name.  They dont know what it is.

This is another non-story.  Democrats dont need republicans to pass another tax (it has nothing to do with climate as we have seen and read).  They have the votes.  Now if the democrats defeat it, that will be news.  A first!  Democrats reject a tax!

We are know Senators Webb and Warner know of the results of the election the other night.
We know that they know the results were a referendum on Obama/Pelosi/Reid.
We know they know.
Now we all have to ask; Who do Senators Webb and Warner work for?  Virginian with power or Obama and Harry Reid?

OMG. Hold onto your wallet.  This is the one with surcharges for “excess travel”, surchages on electricity and fuels. Whenever they push something through like this, it ends up costing all of us.

My question is if this passes and the Republicans sweep back into power next year will they repeal it? Not. Republicans will beat the Democrats over the head with this issue, but when it comes time to put money where their mouth is they will go along to get along. Anon, stock up on wood and candles.

I want to see where in the bill they stop the Earth from wobbling during its orbit around the sun.

Which is what causes glacial advance and retreat.

The earth tilts about 5 degrees over the course of 40,000 years or so.

And right now we are smack in the middle of that cycle.

I thought the religious right would want to take care of God’s planet?
