The rains came. In 2006, Tropical Storm Ernesto pounded Central Virginia. Waters rose. Battery Park in North Richmond suffered extreme damage.

An urban oasis was transformed into an eyesore that attracted snakes and rats. The neighborhood lost a source of recreation and pride. Yet despite its frustration with the restoration process, the community never stopped fighting for its cause.

The park recently was rededicated. During ceremonies marking the occasion, Chris Beschler, director of public utilities and acting chief administrative officer, said, "Today isn't about the bricks and mortar. It's not about the concrete and steel. It's about the restoration of this historic treasure that we call Battery Park."

"Today's celebration embodies the indomitable spirit of . . . the residents of this great community to see this project through to its end," he continued.

Battery Park's reopening is not only a welcome event but a reminder that a park is more than a place.
