Newport News’ King William reservoir permit suspended

NEWPORT NEWS -- Newport News' King William reservoir project is coming to a halt after the Army Corps of Engineers suspended its permit.

City Manager Randy Hildebrandt said the decision was prompted by a recent federal court ruling that said the Corps "acted arbitrarily and capriciously" when it issued a construction permit for the 13-billion-gallon reservoir in 2005.

Mayor Joe S. Frank said yesterday he was extremely disappointed, given the time and resources invested in providing citizens a safe water supply.

If it had been completely investigated might we have saved everyone involved a hole lot of money to begin with?  Thiis exactly what happens when you try to push things through instead of following your own rules that you expect everyone else to follow.  Of course this does not apply if you are doing it yourself.
