Kaine, Howell oppose Wilderness Wal-Mart plans

Gov. Timothy M. Kaine and House Speaker William J. Howell have asked Orange County officials to consider finding a new site for a Wal-Mart Supercenter planned for development near a Civil War battlefield.
In a letter dated Monday and received by the Board of Supervisors on Tuesday, the two wrote, "We believe that the Wal-Mart project presents a unique opportunity to bring the interests of battlefield preservation and smart development effectively into balance."
Wal-Mart wants to build a store at a site just off the road at the intersection of state Routes 3 and 20.
The site is about 1 mile from the entrance to the Wilderness Battlefield. It has been zoned for commercial development for about three decades and already has a short strip mall, a bank and a convenience store.
The site is not part of the nearby battlefield national park, but preservationists say the land was part of the Wilderness battle.
While the area is zoned for retail use, the Orange County Planning Commission had to consider a special-use permit for Wal-Mart last month because of the proposed size of the store. The commission approved the plan. The Board of Supervisors will hold a public hearing July 27 and vote on the issue in August.
R. Mark Johnson, one of the county's five supervisors, said the board discussed the letter during Tuesday's regularly scheduled meeting and was considering how it would respond.
"Out of respect for the board, I wouldn't want to say anything before we release a statement," he said yesterday. He said he expected a formal statement from the board within a week.
A spokesman for Wal-Mart said the company agreed with Kaine and Howell but thought its proposal made the intervention unnecessary.
"We wholeheartedly agree this project presents the unique opportunity to bring the interests of battlefield preservation and smart development effectively into balance, and that is precisely what we have accomplished with our current proposal," spokesman Keith Morris said.
"The site [outside the boundaries of the Wilderness Battlefield] has been zoned appropriately for commercial development for more than 20 years, is consistent with the county's comprehensive plan for future growth, and is in an area where more than 5,000 residential homes and other compatible commercial development are already built out dramatically closer to the preserved boundaries of the Wilderness Battlefield than our project."
A group of historians, preservations and assorted celebrities, including actors Robert Duvall and Ben Stein, have opposed the store because of its proximity to the entrance to the battlefield.
"This is a major message for the executives of Wal-Mart," said Rob Nieweg, head of the Southern field office for the National Trust for Historic Preservation, which has opposed the location of the store. "This is the top leadership of both parties speaking against it. We hope Wal-Mart is listening."
It's not the first time commercial development on or near a Virginia battlefield has become a national issue. In 1988, the federal government bought land from a developer who wanted to build a mall near the Manassas National Battlefield. In 1993, Disney proposed, and then abandoned, plans for a historic-based theme park in the same area.
Kaine and Howell "have a history of being battlefield preservationists," Kaine spokesman Gordon Hickey said. "The governor knows that battlefields are good business for the state. But he also knows that business is good business."
Hickey said the hope was that county officials would at least consider alternative sites.
"We are a bit surprised but very grateful," said Jim Campi, the communications director for the Civil War Preservation Trust. "They have been tremendous champions for preservation."

Why should Kaine express any opinion about what the people of Orange do? Timmy has been telling the national Dems what to do as their leader and thinks he can tell everyone what to do.
He needs to work at minding the store in Richmond and let the locals take care of their own business. He must have an ownership interest in a piece of property in Orange County that he wants to sell to Wallys World. Timmy, you have enough to do to manage your business, let others run their business. Keep your nose out of other peoples business.

Build whatever you want, whereever you want that will bring in jobs, income and revenue. Do people not realize the entire state of Virginia is a civil war battlefield or some other ridiculous “historic landmark”?? Didn’t stop them from putting Busch Gardens next to Williamsburg (which btw feed each other income). The civil war battlefields don’t mean a lot to people who currently don’t have a job and can’t get one.
Lets get over the Virginia need to point out that we were the biggest drop spot for the ONLY civil war in this country and move on.
As stated before, LET THOSE IN ORANGE COUNTY, AND THEIR LOCAL REPS DECIDE FOR THEMSELVES!

Agreed, politicians and those in the public eye place too high a value on their opinions.
Here we go again - elected officals this time that have no clue about what they are talking about. And besides aren’t they some of the same people that want to rewrite history by acting like there never was a War Between the States. Isn’t it easier to just close the book on what happened starting in 1861 so that no one after my generation even knows about what our great grandparents went through.
After all we don’t want to offend anyone.
Governor Kaine, might be the elected governor of this Commonwealth but his thoughts are on national politics and not what is really good for Virginians.
There are people that are looking for work and that Wal-Mart could just be the thing to help people in that end of Orange County along with Culpeper and Spotsylvania Counties.
I can’t believe that they are trying to stop this Wal-Mart. The Sheets at the intersection of Rtes. 3 and 20 is one big red eyesore, if they want to pick on something. Route 3 is zoned for business and has been for years. The local people want it.
One of your jobs as governor is to promote business in your state to increase tax revenue and for jobs - then do your job or step asside and let somebody get in there that will do it.
Democrats and Republicans are all the same - it’s about how much money goes into their pockets or war chests for the next campaign. Certainly not what is good for a group of individuals needing a private income.
We are letting politician ruin our lives and government is getting way to much power in controling the individual.
We must take a stand at the next election - vote for those people that are going to get government out of our lives.
Oh, another thing, when they’re clearing the land for the building and parking lot, let the civil war artifacts hunters come in and see what they can find. Just a thought.
If they’re so worried about that Wal-Mart messing up the Wilderness Battlefield, maybe the things that are found can help fill a museum that could be built by the county with some of the tax money that is going to be generated.
Oh, is this country in trouble. Maybe the same people that are against this project will do the same when the Soviet style high rise apartments are built all along Route 20 in 25 or 30 years from now.

Kaine’s opposition is all the more reason to build the Wal Mart where it is now planned to be built. Kaine is one of the worst governors we have had in this state for quite some time. His creditability is gone. This store is planned for a properly zoned area for this type of business and is more than a mile away from the “historic” battlefield. build, build, build!
