Kaine calls for further state budget cuts

Gov. Timothy M. Kaine says he has not set a specific percentage on the budget reduction and has not given instructions to lay off more workers.
Virginia's budget belt needs to be pulled a little tighter.
Gov. Timothy M. Kaine said yesterday that the ongoing recession will force even deeper cuts in state spending in the coming months.
Kaine said he has instructed the heads of all state agencies to reduce spending further, because revenues for April, May and June are expected to fall below estimates upon which the budget for fiscal 2009 was based.
That means the state could fall up to $225 million short of the revenue it needs to balance Virginia's budget through the fiscal year that ends June 30.
"The numbers continue to show challenges in the Virginia economy," said Kaine, speaking to reporters at the state Capitol.
Unlike previous belt-cinching directives to state agencies during the budget cycle, Kaine said he did not set a specific percentage on the reduction and has not given instructions to lay off more workers.
But he said current economic trends suggest the forecast 7.3 percent reduction in revenue used to calculate the budget for this fiscal year could end up being closer to 8.5 to 8.8 percent.
That would leave the state up to $225 million short. Under the Virginia Constitution, the budget must be balanced at the end of each fiscal year.
"If there is any way [state agencies] can underspend between now and the beginning of the year, that would be great," Kaine said. "I'm telling them that they need to be austere."
Mitigating the deficit is $160 million in unallocated funding left in the fiscal 2010 budget -- money Kaine would apply to the current shortfall if spending reductions do not produce necessary savings.
"That gives us a little bit of a cushion," said the governor, who said he expects to ask department heads to provide additional reduction plans as he begins to prepare the budget for fiscal 2011 and 2012.
Kaine said May is a critical month for revenue forecasts, because May 1 is the deadline for filing state income taxes.
Secretary of Finance Richard D. Brown said the state has paid out more in income-tax refunds this year, while the numbers from April continue to show declines in revenue generated from sales taxes, income taxes and taxes on investments.
According to The Associated Press, April will be the ninth consecutive month in which Virginia tax revenues are below what they were during the same month last year, surpassing an eight-month stretch during the last recession, from January 2002 to August 2002.
Kaine, who briefed Virginia legislative leaders on the state's financial picture last week, said the economy is showing some signs of recovery, such as the increase in home sales.
But he said he ordered more spending reductions rather than waiting until the end of the month, given the assumption that the national recession, which began in December 2007, is not at an end.
"Frankly, I bet we'll see a couple more months of it," he said.

Let us see, we have raised the tax on tobacco products so I think gasoline, fast food and soft drinks should be next in line for whooping tx increases because gasoline powered vehicles cause CO2 and harmful emissions, fast foods make us fat and soft drinks are totallyu unless calories ingested - TAX everything FAIRLY!

How many Republicansvoted for the Stimulous package? How many Republicans are pushing for National Health care? How many Republicans are pushing for the union freindly open ballat law? How many Republicans put this country 1.8 trillion dollars in debt in the first 100 days of their presidency? Now remember to be specific and not just rant and rave like your previous posting. Hey T.A., Educate yourself on the facts…The Democrats pushed back against the Bush administration, when they tried to cut back on Fannie’s and Freddy’s give everbody a house scheme. You remember the community redevelopment act, started under Dem. Jimmy Carter, and brought back to life by Bill Clinton? If not, do some reasearch before spouting any more garbage about the Bush administration! The Democrats have blood all over their hands on the housing crash!
Where was the Gov saving money when he flew to Europe to find businesses to build here. Has he never heard of telecomferencing or email. He had to go and wine and dine these folks on our money. It is not the first time either. Most of us cannot even afford a domestic airline ticket and he flies off the Europe and took several others along for the ride. Talk about waste!!

I love it. Jones demonstrates his/her ignorance by including Gingrich where he was never involved. Then tries the nonsense of “it’s all the Republican’s fault”, ignoring the fact that the Democrats were in charge of Congress the last two years of the Bush administration, and were the driving force behind the push to get financial institutions to grant home loans even if the person could not afford it. Then Charlie Rangel states that Freddie Mac and Fannie Mae were in great shape ... two weeks before they caved in.
Yeah, Jones is knowledgeable.

Be careful! If you are guiltless, then you should have no feelings about issues such as this. I can direct my comments directly to you who respond to my comments, and unless you want to hear my commentary up close and personal, then do not single out my comments for one on one. I have nerves of steel, and am capable of making some lose sleep with the things I am capable of saying so if it’s debating you want, come on. It’s go time!
Hey T.A. Jones…The Democrats, (Barney Frank, Chris Dodd et al) are mostly responsible for the Housing crash with their support for fannie and freddie. And, if this is the best Obummer can do, this country is in BIG TROUBLE!! The question is…How could Tim Kaine take a $1.4 billion surplus, and turn it into a $3 billion deficit? Easy answer…Kaine is a liberal leftist who belives the Govt. knows better how to spend our money than we do. Kaine has demonstrated that He and the Govt. don’t know how to do much of anything…Kind of like the Obummer administration
