Virginia's budget belt needs to be pulled a little tighter.

Gov. Timothy M. Kaine said yesterday that the ongoing recession will force even deeper cuts in state spending in the coming months.

Kaine said he has instructed the heads of all state agencies to reduce spending further, because revenues for April, May and June are expected to fall below estimates upon which the budget for fiscal 2009 was based.

That means the state could fall up to $225 million short of the revenue it needs to balance Virginia's budget through the fiscal year that ends June 30.

"The numbers continue to show challenges in the Virginia economy," said Kaine, speaking to reporters at the state Capitol.

Unlike previous belt-cinching directives to state agencies during the budget cycle, Kaine said he did not set a specific percentage on the reduction and has not given instructions to lay off more workers.

But he said current economic trends suggest the forecast 7.3 percent reduction in revenue used to calculate the budget for this fiscal year could end up being closer to 8.5 to 8.8 percent.

That would leave the state up to $225 million short. Under the Virginia Constitution, the budget must be balanced at the end of each fiscal year.

"If there is any way [state agencies] can underspend between now and the beginning of the year, that would be great," Kaine said. "I'm telling them that they need to be austere."

Mitigating the deficit is $160 million in unallocated funding left in the fiscal 2010 budget -- money Kaine would apply to the current shortfall if spending reductions do not produce necessary savings.

"That gives us a little bit of a cushion," said the governor, who said he expects to ask department heads to provide additional reduction plans as he begins to prepare the budget for fiscal 2011 and 2012.

Kaine said May is a critical month for revenue forecasts, because May 1 is the deadline for filing state income taxes.

Secretary of Finance Richard D. Brown said the state has paid out more in income-tax refunds this year, while the numbers from April continue to show declines in revenue generated from sales taxes, income taxes and taxes on investments.

According to The Associated Press, April will be the ninth consecutive month in which Virginia tax revenues are below what they were during the same month last year, surpassing an eight-month stretch during the last recession, from January 2002 to August 2002.

Kaine, who briefed Virginia legislative leaders on the state's financial picture last week, said the economy is showing some signs of recovery, such as the increase in home sales.

But he said he ordered more spending reductions rather than waiting until the end of the month, given the assumption that the national recession, which began in December 2007, is not at an end.

"Frankly, I bet we'll see a couple more months of it," he said.

And now ladies and gentlemen….  Let’s hear it for the Republican Party!  The Bozos that got America into this mess in the first place!  All you old bigots know how to do is sit back with your smug selves, and criticize the persons now at the helm for what might happen in the future.  I pray that while the second “Biggest Clown” from the bush administration has so much to say about the new admin., that Newt Gingrich gets exactly what he has had coming to him for quite some time now, and that is federal prosecution for war crimes among others things….  Anyone who could possibly be supportive of Rush Limbaugh shows a crude lack of integrity, as well as any sort of good judgment.  He is opening up a can of worms for himself!  If anyone should be held accountable for the state of the world, it is all of the people who are on the far right!  They are the ones who have benefited by every crooked means of livelyhood in the U.S. of A!  Give it a rest already about the Obama admin.  He is doing the best he can under such astringent conditions and circumstances.  This country is just like any thing else America gets tired of…. After they have wrung it dry and bled it for all it’s worth they hand whatever’s left down to the black people.  But in this case, the baggage comes with an astronomical shortfall of resources (monetary).  Wake up, Bigots!  The only thing that makes me sleep better at night is the assurance of knowing that one day you all will be dead!!!  Maybe you’ve done a better job at raising your children than your parents did with you.

Why don’t they cut the employees who don’t do their jobs.  Example:  Over the past month, I have left multiple messages for someone at the Social Services Dept, to date no return phone call.  I have reported it my email, no response, on the phone to another employee who could care less.  I see it in the private sector as well, employees who don’t want to do their jobs, and then you have the employer who wants to treat their good employees badly.  It’s a vicious circle.

Gee, and here we thought that that fewderal porkulus money saved the day. Didn’t The Wonderful Federal Government bail us out of this problem? That’s why we restored all that stuff when Obama handed us all those bribes, isn’t it?

What about this - the private sector is cutting jobs by the thousands - what about govt?  What about worthless college professors, who, once tenured, make six figures, and have no fear of being “laid-off”.  What about worthless bureaucrats, who get their raises every year for rearranging their desk drawers all day.

Let the govt. understand what the country is going through.

One very important concept is being overlooked - when their is no more private sector to tax - what happens to govt., which exists on tax revenue? 

I guess the Democrats haven’t thought that far ahead.  But we’d better.

I have an idea, since democrats are insisting that under-performing CEOs work for $1.00 per year, how about Governor Kaine do likewise and let the DNC pay his salary instead of taxpayers - there’s a great start. He’s about as under-performing and short on ideas as anyone.
