Here are some Richmond Times-Dispatch readers' suggestions about cutting the state budget:"Layoffs are not particularly good ways to reduce expenses, as the cost to let the employee go (severance etc.) and the potential cost of rehiring and retraining a new person when the crunch eases is high. The resulting lack of morale in the remaining employees also hurts operations. A hiring freeze and attrition will yield more dollar savings."
"This [hiring freeze] was done a long time ago. Of course there have been some hires, as some positions cannot be left open, but 80% of the positions open after someone left have not been filled."

Governor Kaine inflated the revenue estimates in 2008 as the nation was going into recession (remember congress passed a tax rebate stimulus bill in 2008?) Kaine inflated the revenues so he could launch or expand 11 different programs coming out of the promises of his campaign for governor.
Now those programs will not be cut but rather all other programs will be cut.
And Kaine approved a million dollar salary increase for his long time friend and law school class mate who he helped get the job as president of Radford U.
So no wonder the left eyebrow is so cocked up all the time….and it is the left eyebrow!!
