President Barack Obama yesterday nominated Justice Barbara Keenan of the Virginia Supreme Court to the Richmond-based 4th U.S. Circuit Court of Appeals.

Virginia's two U.S. senators, Democrats Jim Webb and Mark R. Warner, had recommended Keenan.

"Her commitment to fairness and judicial integrity has been unwavering throughout her career . . . ," Obama said in a statement released by the White House.

Keenan has served on the Virginia Supreme Court since 1991.

"Justice Barbara Keenan is the ideal combination of intellect and judicial temperament," Gov. Timothy M. Kaine said. "With her impeccable credentials and experience in multiple Virginia courts, Justice Keenan is well-suited for a judgeship in the 4th Circuit Court of Appeals."

Justice Keenan is uniformly fair and impartial. She represents the best of the bench and we’re sorry to lose her from the Virginia Supreme Court.
