COMING UP IN THE GENERAL ASSEMBLY

Here's a look at what's coming up this week in the General Assembly:

  • Budget -- Gov. Timothy M. Kaine tomorrow is expected to give state lawmakers a revised revenue forecast that will reflect the state's plunging tax proceeds. That means the state's budget shortfall, now an estimated $3.2 billion, is likely to increase.
  • On Friday the governor's office released a report to Kaine from Secretary of Finance Richard D. Brown, who said that for the first seven months of the fiscal year, "the 5.5 percent decline in revenue collections through January represents the largest drop on record."

    Tomorrow Kaine also will tell the legislature's money committees more about the federal stimulus package. Virginia is expected to get an estimated $4.6 billion, including $1.2 billion toward the state's shortfall.

  • McDonnell's farewell -- Friday is the last day as attorney general for Bob McDonnell, who is giving up the post early to run for governor full time.
  • McDonnell, the all-but-certain Republican nominee, is continuing a tradition. Since 1985, each of Virginia's elected attorneys general has resigned early to run for governor.

    McDonnell's successor is his deputy, William C. Mims, a fellow Republican. Mims represented parts of Loudoun and Fairfax counties in the House of Delegates from 1992 to 1997 and in the state Senate from 1998 to 2005.

    Mims first must be approved by the General Assembly. Kaine and lawmakers in both parties have signaled their support.
