Senate passes bills on eve of crossover

In its longest session this the state Senate yesterday passed a slew of bills that could affect how Virginians vote, drive and protect themselves and the environment.year,

The three-hour session came on the eve of what is known as crossover -- the last day upon which the Senate and the House of Delegates must complete work on their own bills before sending them across the hall to be considered by the other chamber.

Included among the bills passed yesterday:

  • Senate Bill 867, which would allow voters to wear to the voting booth clothing or other apparel displaying their preference for a candidate.
  • Senate Bill 819, which would allow registered voters to cast ballots three to 15 days before Election Day.
  • Senate Bill 1227, which would let police pull over a driver who has a provisional license and who talks on a cell phone.
  • Senate Bill 1224, which would prescribe a mandatory 10 hours of community service for littering from a vehicle and raise the minimum fine from $250 to $500.
  • Senate Bill 853, which would allow localities to require carbon-monoxide detectors in residential apartments, hotels and rooming houses.
  • Senate Bill 1166, which would increase the fee that firearms purchasers pay to licensed dealers for criminal background checks from $2 to $5 for Virginia residents.
  • Senate Bill 1369, which would allow localities to charge property owners for the cost of removing graffiti on vacant property.
