Senate defeats effort to give counties equal say in RMA
Efforts to give Richmond’s suburbs a bigger say in the operation of regional toll roads and parking lots are dead for the year.
The Virginia Senate this afternoon narrowly defeated legislation by Del. Samuel Nixon, R-Chesterfield, guaranteeing Henrico and Chesterfield counties an equal voice on the Richmond Metropolitan Authority.
The measure failed, 17-21, after flying out of the House of Delegates. The proposal spotlighted continuing tensions between majority-black Richmond and its predominately white suburbs.
Currently, Richmond has six seats on the RMA. Both Henrico and Chesterfield have two slots. Hanover is not represented on the RMA.
Under Nixon’s bill, Richmond, Henrico and Chesterfield would each have three seats. Hanaover would get one. A seat also would be set aside for a member of the state transportation board.
Supporters say the measure would assure suburban commuters input on how tolls and parking fees from RMA facilities are spent. But opponents say Richmond is entitled to more seats because the city—not its suburbs—has been the primary underwriter of RMA projects.
Sen. Stephen H. Martin, R-Chesterfield, said a realigned RMA board would promote greater regional cooperation. But Sen. Henry L. Marsh III, D-Richmond, said the city—after pouring millions into improvements—would be at a disadvantage.
As Marsh put it, “Three or four foxes (would be) taking care of the chicken.“

If anyone thinks they will see an end to tolls on RMA projects then you also believe there is such a thing as a temporary tax…
No wonder it’s so cold outside - I agree with JackCrowX - the RMA ought to be in business to operate and payoff the toll road, thus putting itself out of business.
More importantly, what’s race got to do with this? It would appear that Schapiro and Michael Paul Williams are drinking out of the same cup of (racial agitation) kool-aid. Wake up guys; it’s the third millennium, a (half) African-American is in the White House and every aspect of life no longer hinges on race. This is about representation and making sure that the people who provide the money have a voice in how it’s spent.
How about we just scrap the RMA all together? It’s sole function should be paying off the loans Richmond made to in in the 70’s and removing all tolls from the area. Everything else, like running a baseball stadium, are distractions from it’s primary focus.
But then all the high muckety mucks who run the place would be putting themselves out of a lucrative job. Who’re the foxes guarding the hen house now?
The RMA should have a skeleton crew that does nothing but count toll revenues and countdown the days to toll removal.
