The College of William and Mary’s board of visitors today approved a $300 tuition increase for the spring semester to help offset the loss of $6.2 million in state funds for the current fiscal year. The tuition increase, to be added to spring bills for undergraduate, business and law students, was necessary to rebalance the budget after a 15 percent reduction ordered in September because of the state’s revenue shortfall, W&M President Taylor Reveley said in an e-mail to students.

The city of Richmond is projecting a $10 million revenue shortfall in the current budget year because of sagging sales-tax collections and cuts in state funding. Mayor Dwight C. Jones announced the shortfall yesterday after reviewing revenue collections and other data from the first quarter of fiscal 2009-10. “We have anticipated a downward adjustment for some time in light of the sour economy,“ the mayor said in a news release. “For the current year, the adjustment represents 1.7 percent less than the approved budget. What we are embarking on now is a number of strategies to help close the budget gap while keeping our fund balance intact.“

WASHINGTON—Worried that the Army may have missed red flags about the alleged shooter in the Fort Hood massacre, the Pentagon will likely launch an inquiry into how all the military services keep watch on other volatile soldiers hidden in their ranks, officials said yesterday. The probe, still in the planning stages, would be a broad examination ranging beyond the specific case of Army psychiatrist Dr. Nidal Malik Hasan, officials said. The inquiry, they said, could look at personnel policies and the availability of mental health services for troubled troops.

These days, Jimmy Buffett is more a brand than a musician. The restaurants, the beer line, the newly renamed Miami Dolphins stadium after the beer line, the upcoming casino in Biloxi, Miss.—it all induces a bit of nausea. But say this for the ol’ guy, when it’s time to hit the stage, he works it. At his Charlottesville stop tonight—one of the last dates of his current tour—the 62-year-old Peter Pan of the beach rolled through nearly 30 songs in 2½ hours, giving this nearly sold out crowd of 12,000-plus exactly what they required: escapism.

HOPEWELL—Hopewell Police Chief Steven Martin has proposed an 11 p.m. curfew for all city juveniles. Under current city law, Hopewell’s teens younger than 16 have a 10 p.m. curfew and 17-year-olds have a midnight curfew. Instead, Martin said a fixed 11 p.m. curfew for all juveniles would simplify this process. The City Council will vote on Martin’s proposed change of the city ordinance at today’s meeting.

Chesterfield board to look at bow-hunting rules

Before they vote, Chesterfield County leaders will hear from the public tomorrow night about a proposal to prohibit the use of bows and arrows within 600 feet of a home. The ordinance change was initiated to address concerns from homeowners in Midlothian’s Salisbury community that people were hunting too close to homes. Currently, Chesterfield property owners and permitted guests are allowed to use bows anywhere on their property, so long as the arrow does not cross the property line. Because of growth in the county’s deer population, the state Department of Game and Inland Fisheries allows additional bow hunting with site-specific “kill permits” on property adjacent to or within residential neighborhoods.

Virginians like their public schools but still would like more nonpublic options, a poll released yesterday shows. The poll of 1,203 likely Virginia voters was sponsored by several organizations supporting school vouchers and tax-credit scholarship programs. Conducted by Braun Research Inc., a New Jersey company, the poll shows that 62 percent of Virginians rate the public school system as good or excellent.

The authority of Virginia’s juvenile-court judges is being usurped by prosecutors and higher courts in a process that too often mixes juvenile offenders and adults and that helps transform juvenile lawbreakers into career felons, according to a study released today. “Putting youth in the adult system ultimately makes communities less safe,“ the study says.

The U.S. Supreme Court yesterday refused to block the execution of a Maryland man who was convicted of gunning down a Northern Virginia couple to win the love of a former stripper. Larry Bill Elliott, 60, is scheduled to be executed by electrocution at 9 tonight for the January 2001 shooting deaths of 25-year-old Dana Thrall and 30-year-old Robert Finch. The former Army counterintelligence worker would become the first Virginia inmate to die by electrocution since 2006 and the first nationwide since last year.

With as much as $175 million potentially burning a hole in its collective pocket, the Richmond School Board voted 6-1 last night to include seven schools in the first phase of its construction plan, with a new Huguenot High School at the top of the list. The city has not built a new school in more than a decade. The School Board will present to the City Council a plan that includes the new high school, a new Martin Luther King Jr. Middle School in the East End, and new Broad Rock and Oak Grove elementary schools in South Richmond. Also on the list are secondary priorities including replacements for Elkhardt Middle and E.H.S. Greene Elementary, both in South Richmond, and George Mason Elementary in North Side.
