The Kiplinger&#8217;s Personal Finance report said that despite plunging endowments, the nation&#8217;s independent schools increased financial aid by 9 percent while keeping tuition increases to an average of 4.3 percent, the lowest levels in four decades.           ]]></description>

In a split decision yesterday, the state Supreme Court reinstated and sent back to Henrico County Circuit Court a wrongful-death case in which a 14-year-old guest died in a car crash. A Henrico judge had ruled that the duty of the parents overseeing the guest did not extend to the circumstances alleged in the suit.           ]]></description>

Cold teen pulled from James River after police pursuit A 17-year-old boy was pulled from the James River in Chesterfield County yesterday morning after police said he jumped into the water while eluding police during a traffic stop. The incident began about 7:25 a.m. on Robious Road when a Chesterfield officer using radar clocked a car traveling 71 mph in a 45-mph zone. Police said that when the officer tried to stop the car, the motorist continued to drive and turned from Robious onto James River Road, where Bettie Weaver Elementary and James River High schools are located.           ]]></description>

Trammell opposed the appointment, saying she favored Assistant City Attorney Greg Lukanuski. The council is expected to approve Seitz&#8217;s appointment Nov. 23. It also is preparing to advertise the permanent position and has no timetable for naming Sales&#8217; replacement.           ]]></description>

Commonwealth&#8217;s Attorney Wade Kizer said after a closed hearing in a judge&#8217;s chambers that he may seek to alter convictions against Shay Cameron Mann. Retired Circuit Judge James E. Kulp ordered that a sentencing hearing be continued until Nov. 24 to give Kizer and Mann&#8217;s defense lawyer time to explore whether there is a process by which Mann&#8217;s convictions can be amended.           ]]></description>

The shootings occurred at a gathering in a residence in the 3000 block of Barton Avenue.
