WASHINGTON—President Barack Obama’s health-care initiative has cleared its first big hurdle in the House, with lawmakers voting to advance the debate. The House voted 242-192 in favor of a must-pass procedural measure setting the terms for the debate. All 177 Republicans, joined by Democrats, voted to block the debate. With Obama urging them on in a rare personal visit to Capitol Hill, Democrats pushed toward a final vote late Saturday on the bill, which would reshape the U.S. health-care system and extend coverage to millions of the uninsured.

Hannah Arendt wrote of the banality of evil. Good God almighty, mass murder threatens to become routine. The initial dispatches from Fort Hood were as chaotic as the scene itself. ST. MARYS, Ga.—Submariners sleep nine to a bunk room. There are four showers and seven toilets for the roughly 140 enlisted men. The passageways on board the vessel are so narrow that crew members can barely squeeze by each other without touching. And that’s on the roomiest submarines. The Navy is considering allowing women to serve aboard submarines for the first time, 16 years after bringing female sailors onto surface combat ships.

No one seems to have followed our advice. Although we warned that the temptation is to read too much into elections rather than too little, national experts of all inclinations have discerned transcendental meaning in Virginia’s 2009 results. Although the outcome represented a major triumph for Bob McDonnell and the GOP, low-turnout elections tend not to be watersheds. Although the turnout—the worst in a gubernatorial election since the rise of two-party politics in Virginia—may have serious implications for future races, it seems unlikely to indicate partisan or ideological realignment.

The other day a reporter asked House Speaker Nancy Pelosi about where the Constitution grants Congress the power to require Americans to buy health insurance. It’s a fair question; even the Congressional Budget Office has said an individual mandate “would be an unprecedented form of federal action.“ Yet Pelosi seemed dumbfounded: “Are you serious?“ she replied. Efforts to create a unity government aimed at ending Honduras’ four-month political standoff dragged past yesterday’s deadline, with the overthrown president warning that failing to act was a risky endeavor. “Today is a momentous day,“ ousted President Manuel Zelaya told Radio Globo from the Brazilian Embassy, where he is holed up under threat of arrest. “Congress has a great role in solving this conflict. If it is not in session to reverse the coup and achieve peace and national reconciliation, the agreement will no longer be fulfilled.“

Parents have a broad duty to assure the welfare of a juvenile guest, even when harm comes to that guest from a third party outside the home. In a split decision yesterday, the state Supreme Court reinstated and sent back to Henrico County Circuit Court a wrongful-death case in which a 14-year-old guest died in a car crash. A Henrico judge had ruled that the duty of the parents overseeing the guest did not extend to the circumstances alleged in the suit.

New York’s 23rd Congressional District borders on Canada. It has elected Republicans since the times of the late Rutherford B. The rumpus started when Barack Obama named John McHugh, the 23rd’s Republican incumbent, to serve as secretary of the Army. The move created an open seat. Republican sachems nominated Dede Scozzafava, a state legislator with a record that crossed the line separating moderate from liberal. Democrats nominated Bill Owens, an earnest businessman. Among the vast array of mandates, taxes, fees, and directives in Nancy Pelosi’s health-care bill is a 2.5-percent tax on the makers of medical devices. That works out to a $2-billion-a-year drain on innovation. The price tag is only the explicit cost. There could be an implicit cost: the pain and suffering of individuals who might go without new treatments they would have benefited from, if medical-device manufacturers had been able to use the money for research and development instead of paying off Uncle Sam.

Convicted slumlord Oliver C. Lawrence could serve his 70-day jail sentence in home confinement. The city of Richmond is asking that Lawrence, the owner of Bayou Properties, be ordered to live in one of his now-vacant, boarded-up homes in Church Hill North or Blackwell. General District Court Judge Barbara J. Gaden today considered a motion for home confinement filed by Lawrence’s attorneys, but she did not make a decision.

A 17-year-old boy was pulled from the James River in Chesterfield County this morning after police said he jumped into the water after initially eluding police in a traffic stop. The incident began about 7:23 a.m. on Robious Road when a Chesterfield officer clocked a car with radar traveling 71 mph in a 45 mph zone. When the officer tried to stop the car, the driver continued to drive and turned from Robious onto James River Road. From there, the driver continued a short distance into Robious Landing Park at the James River, said Chesterfield Lt. Doug Mooney.

PHILADELPHIA—Hundreds of commuters were stranded at a regional rail station today after service was suspended when a worker was struck and killed on the tracks, creating further havoc on the system already crippled by a transit strike. The train was inbound from the city’s northern suburbs when it struck the worker shortly after 9:30 a.m., Southeastern Pennsylvania Transportation Authority officials said. More than 625 people on the train were stranded at the Melrose Park station as three of 13 regional lines have had to be shut down, SEPTA spokeswoman Jerri Williams said.

WASHINGTON—Ignoring a Republican boycott, Senate Democrats pushed a precedent-setting climate bill through a key committee today. Rep. Barbara Boxer, chairman of the Senate Environment & Public Works Committee, had delayed the crucial vote for days because of a Republican protest over whether the cost of the legislation had been fully examined. But the California Democrat moved quickly to pass the bill, which for the first time would set mandatory limits on heat-trapping gases, without any of the seven GOP senators on the panel present. The measure cleared the panel on a 11-1 vote.

MANAGUA, Nicaragua—Newly born Hurricane Ida ripped into Nicaragua’s Atlantic coast today after forcing more than 2,000 people to flee their homes and knocking out power to some parts of the impoverished region. It was forecast to weaken while cutting across Honduras before possibly emerging over open water on Saturday—a still-tentative path that could carry it near Mexico’s resort of Cancun by midweek.
