Stenzel apparently hectored students with a mixture of shame and misinformation. That&#8217;s too bad, because her underlying message about the value of abstinence is right on the money. Practicing safe sex is better than practicing risky sex. But in no other arena of public health do adults send such a fatalistic message as they do when they portray teen sex as inevitable. One never hears, for instance, &#8220;Yes, it might be nice if teenagers refrained from using drugs, but we know many won&#8217;t&#8212;so let&#8217;s not preach &#8216;just say no,&#8216; and instead just teach them how to shoot up safely.&#8220;           ]]></description>

The Richmond Christmas Mother program was launched 75 years ago when The Times-Dispatch Goodfellows Club and The News Leader Neediest Family fund joined with other local Christmas stocking clubs to create a single holiday fundraising campaign. The fund was designed to provide needy children and families with toys, clothing, food and other assistance during the holidays. The Salvation Army now administers the fund as part of its citywide Christmas programs.           ]]></description>

The Virginia Department of Environmental Quality will render a decision today to issue a permit to Henrico County&#8217;s East End Landfill, with amendments in response to public comment. The landfill had asked for four times its current maximum intake of construction and demolition debris. Neighbors had protested because of truck traffic, mud on Darbytown Road, previous permit violations, dust and odors.           ]]></description>

          <title>27 displaced by apartment fire in Richmond; nine taken to hospitals</title>

Nine people were transported to area hospitals for evaluation and treatment yesterday after a fire damaged an apartment building and displaced 27 people in Richmond&#8217;s East End. The fire was reported at 8:31 a.m. at a three-story apartment building in the 1300 block of Coalter Street. Richmond fire Lt. Shawn L. Jones said emergency crews at the scene examined 19 people and transported nine to hospitals, mostly for smoke inhalation. One woman had a leg injury after jumping from a window to safety, Jones said.           ]]></description>

A hunter faces manslaughter and other charges after authorities say he fired at Ferrum College students he mistook for a deer, leaving one dead and another wounded. Three students were collecting frogs for a biology class at about 4 p.m. Tuesday when two were shot along a trail about a mile west of campus, a college spokeswoman said. The Virginia Department of Game and Inland Fisheries said 23-year-old Jessica Goode of Frederick County died after being shot in the chest, and 20-year-old Regis J. Boudinot of McLean was shot in the hand. The third student wasn&#8217;t injured.           ]]></description>
