A panel reviewing the July 2 closure of the Hampton Roads Bridge-Tunnel may call for enhanced inspections and better training for workers.

Virginia’s transportation chief says the July 2 closure of the Hampton Roads Bridge-Tunnel’s westbound tube because of flooding was a serious breakdown of the state’s transportation system.

One of two westbound lanes of the Hampton Roads Bridge-Tunnel will close again at 7 p.m. and not reopen until 9 a.m. tomorrow, according to the Virginia Department of Transportation.
