Loupassi advocates study of medical complex in Shockoe Bottom
The idea of developing a specialized medical complex in Shockoe Bottom is picking up support. Del. G. Manoli Loupassi, R-Richmond, sent a letter yesterday to Mayor Dwight C. Jones and the City Council requesting that a commission be appointed to study the idea.

Grogan will run against Loupassi
William K. Grogan, a Richmond lawyer, is running as an independent against Republican Del. G. Manoli Loupassi in the 68th House of Delegates district. The district covers the West End of Richmond and a portion of northern Chesterfield County. Grogan, 63, has run twice before for the House, once as a Democrat and then as an independent.

Richmond council supports ballpark bills
Richmond officials aren’t ready to go to bat for a ballpark in Shockoe Bottom, but they are supporting state legislation that could help get it built. With a show of hands, a majority of the Richmond City Council signaled yesterday its support for bills introduced by Del. G. Manoli Loupassi, R-Richmond, and Sen. A. Donald McEachin, D-Henrico.

Richmond mayor vows push for efficiency
Richmond Mayor Dwight C. Jones promised yesterday to work with the city auditor to bring efficiencies to city government but also said he doesn’t want any changes to hurt minority businesses. Jones said his administration is following up on 134 audit recommendations that weren’t addressed under Mayor L. Douglas Wilder. The suggestions could save the city millions of dollars, Jones said.

Shockoe ballpark reliant on sales taxes
The developers who want to bring minor-league baseball back to Richmond are proposing to finance a new ballpark in Shockoe Bottom with state sales taxes generated by the stadium and other new buildings. With the General Assembly starting its 2009 session today, Del. G. Manoli Loupassi, R-Richmond, has proposed a bill that would divert the tax revenues to finance the $60 million ballpark.
