Richmond Mayor Dwight C. Jones last night introduced Byron C. Marshall as his choice for chief administrative officer but held off asking the City Council to immediately confirm the appointment. The council will consider the matter in a July 1 special meeting. Marshall is president and chief executive officer of the nonprofit Austin Revitalization Authority in Texas.
